- Petition 26-25 – Monument Sign (2125 Point Blvd.): Applicant Karen Dodge and CD Elgin LLC sought an amendment to the Randall Road/I-90 Area of Special Character to construct a 10-ft. high, 122.5 sq. ft. monument graphic with a 65 sq. ft. electronic message center along I-90. The property currently has no signs. Staff recommended approval with conditions, citing compatibility with nearby signs. No public testimony. Approved 6-0.
- Petition 25-25 – Larkin High School Stadium Improvements: School District U46 proposed a planned development with departures to convert the existing athletic field into a formal stadium including synthetic turf, 2,025-seat bleachers, a 7,627 sq. ft. concessions/locker room building, a press box, fencing, landscaping, and a new scoreboard. The project also required approval of an amendment to the master signage plan. Staff detailed parking and traffic analysis: 540 on-site spaces meet the code requirement of 430; for maximum attendance (2,250) overflow parking at nearby schools with shuttles is planned. The district estimated 5-7 home games per year, with about 1,000 typical attendees. Commissioner Jones expressed concerns about neighborhood parking and safety during rivalry games, voting no. The Commission asked about tree maturity (3-4 years for full growth), shuttle promotion, and band field markings. After no public comment, the motion to approve passed 5-1 (Commissioner Jones dissenting).

September 25th. I've already messed up on my first day of chair. September 8th, 2025 meeting of the Elgin Planning and Zoning Commission. I want to reiterate my thanks to the former members of the Commission and special thanks to former Chairman Cox for his leadership. Before we move on to the agenda, I want to briefly discuss the role of the Planning and Zoning Commission and the procedures of tonight's meeting.
