The Elk Grove Planning Commission met on Thursday, January 4, 2024, at 6:00 PM in the City Council Chambers. Chair Sandra Poole presided, with Commissioners Juan Fernandez and George Murphey present. Vice Chair Suman Singha and Commissioner Oscar O'Con were absent. The meeting opened with a land acknowledgement, Pledge of Allegiance, and a moment of silence for a tragic event in Sacramento. The agenda and consent calendar were approved unanimously.

- Monique Brown spoke during general public comment. She expressed frustration that billions of dollars in local work are awarded to out-of-state contractors without area standard wages, forcing skilled local workers to travel long distances. - Continued Public Hearing – AT&T Mesa at Laguna Ridge Wireless Facility (PLNG23-019): The item was continued from December 7, 2023 to allow updated plans showing a four-sector array instead of three. Staff Planner Cindy Gnos presented the revised design, which includes lattice on the south and west elevations for aesthetics, consistent with city code. The applicant, Jared Cursey from AT&T, answered commissioner questions. - Future Commission Topics: Chair Sandra Poole requested discussions on light pollution (scheduled for February) and requested adding noise pollution (nuisance noise from animals, construction, music). The commission agreed to hear both topics, likely separately. The meeting adjourned at 6:18 PM.

Good evening. I will call to order the Out Girl Planning Commission regular meeting this Thursday, January 4th, 2024 at 6 o'clock, depending on which clock or watch we're looking at. I'll begin with the land acknowledgement. We honor, respect, and acknowledge Elkgrowth's first inhabitants, the Plains Miwok, who lived as a sovereign caretakers of this land and these waterways since time immemorial. We commemorate and advocate for their descendants, the Wilton Mantaria tribe, the only federally recognized tribe in Sacramento County who endure because of the bravery, resiliency, and determination of their ancestors, tribal members, and leaders. At this time, we're gonna ask that you silence any electronic devices that you have, your telephones, cell phones, and ask the clerk to read the customary greeting. The Outgrove Planning Commission welcomes, appreciates and encourages participation in the meetings.
