Public Comments & Testimony
- Travis Castle (Path to Humanity): Proposed a three-part community funding system expected to generate $1.5 million per year in Elk Grove (or $18 million regionally with 25% participation) to address poverty and homelessness. He described a "Path to Humanity" mural to inspire outreach.
- Moniqua Brown (Carpenter Local 46): Expressed frustration that large contractors are not paying area standard wages on local projects, urging the council to support apprenticeship programs and area standard wages to create a healthier community and improve tax revenue.
- Lynn Wheat: Proposed "Project Recreate" as an alternative to the failed Project Elevate, suggesting development of an RV campground, pickleball courts, shuffleboard, senior park, and mini golf on 20 acres to make Elk Grove a destination city. She noted the closest RV campground is 18 miles away.
- Kirk Thompson: Called on the council to pass a resolution condemning the Lieutenant Governor of California for attempting to remove former President Donald Trump from the ballot, arguing it violates the 5th and 14th Amendments and threatens democracy. He clarified he is a registered Republican but not a Trump supporter in the 2024 primaries.
- Brian Colson: Thanked council and staff for their hard work and expressed support for the community.
- Randy Becker: Thanked the council, attorney, and staff for allowing citizen voices. He urged the community to set aside differences and collectively find the best locations for development projects, emphasizing that decisions should benefit future residents.
Discussion Items
- Youth Commission Semi-Annual Update (Item 4.1): Youth commissioners presented upcoming events: Path to Positivity (February 24, Wackford Ballroom), City Youth Forum (March 21, District 56), Family Fun Day (April 13, Old Town Plaza), a one-week food drive and heritage event in May, and a scholarship program for graduating high school seniors. Council commended the commissioners for their work.
- City Manager's Report: Announced Martin Luther King Jr. Day events (community breakfast, march), a public works award for pavement preservation, release of the draft EIR for the proposed zoo (comments due February 20, public meeting February 6), Elk Grove Restaurant Week (January 12-21), annual nonprofit grant applications opening January 12, a point-in-time homeless count on January 25 requiring volunteers, the City of Elk Grove $1,000 scholarship (deadline January 26), and city closure on MLK Day (January 15).
- 8651 Bader Road Map Project (Item 8.1): Public hearing on a rezone (AR5 to AR2) and tentative parcel map to subdivide 10.47 acres into four parcels (2.0–3.6 acres). Staff reported the Planning Commission recommended approval on December 7, 2023. Two written comments about lighting pollution were noted; no development is proposed at this time. The applicant (civil engineer Sean Summers of CWE) spoke in favor. The council approved the rezone and tentative parcel map unanimously.
- Oak Rose Apartments Project (Item 8.2): The item was continued from October 11, 2023. The council announced a tentative settlement agreement involving relocation of the project to an alternative site outside the Old Town special planning area. Because settlement documents are not finalized, the council continued the public hearing to the regular meeting on January 24, 2024. One public commenter, Sonia Parker, spoke and was given a green sheet explaining the settlement.
- Council Appointments (Item 9.1): The council adopted a resolution confirming appointments to regional boards, commissions, and committees. Changes included Councilmember Robles as representative to the Sacramento Metropolitan Air Quality Management District (with Councilmember Suen as alternate) and as director to The Connector (with Councilmember Speese as alternate). The city clerk noted the merger of Sacramento County Regional Sanitation District and Sacramento Area Sewer District; representation remains the same.

We commemorate and advocate for their descendants, the Wilton Rancheria tribe, the only federally recognized tribe in Sacramento County who endure because of the bravery, resilience, and determination of their ancestors, tribal members, and leaders.
