Discussion revealed that animal control officers are not available between 7 p.m. and 7 a.m., limiting nighttime barking enforcement. Commissioners expressed concern about the lack of quiet hours for animal noise and suggested potential City Council review, though staff noted such changes are outside the Planning Commission’s jurisdiction.
