Senior Planner Kyra Killingsworth presented the staff recommendation, noting that the project complies with the General Plan, Southeast Policy Area, Zoning Code, and Climate Action Plan. The applicant, Scott Johnson of Sierra Planning and Development (on behalf of Taylor Morrison), expressed appreciation for staff support and agreed to the revised conditions of approval (modification of conditions 35 and 50). Commissioner O'Con asked why the project required a public hearing if it was a private gated community; staff clarified that any design review over 10,000 square feet must go to the Planning Commission.
