The Elk Grove City Council met on Wednesday, May 22, 2024, at 6:15 PM (following a special meeting for a proclamation). - 9.2 – 2023 Elk Grove Aquatics Center Annual Report Follow-up: Staff presented a detailed report on financial assumptions, cost drivers (inflation, minimum wage, PG&E), and wear and tear. The projected subsidy for FY 2024-25 is $994,360. The Council received the report and provided direction to continue partnership with CSD, explore revenue enhancements, and consider future maintenance plans.
- 9.3 – Proposed 2024-2029 Capital Improvement Program: Staff presented a $233 million five-year CIP with 84 projects. Key projects include traffic signal upgrades, storm drain improvements, new library, pavement maintenance, and trail connections. Council received the report and discussed priorities, including White Lock Interchange and entry monuments.
- 9.4 – Proposed Fiscal Year 2024-25 Annual Budget: City Manager presented a $373 million total budget, with a $92.4 million general fund (balanced, with reserves fully funded). Measure E revenue estimated at $30 million. Key highlights: 15 new positions (4 police, 6 development services, 2 animal shelter, etc.), continued focus on homelessness, public safety, and economic development. Council provided direction to explore:
- Senior transit fare subsidies (free bus passes for seniors on SSI).

All right. We have reconvened from closed session. I have the following report out. By a five to zero vote, the city council authorize the city attorney's office to initiate litigation in one matter. The name of the defendants and details are not subject to disclosure at this time. Once litigation is filed, this information will be disclosed to any person upon request. With that, I will oh, we have 3.1. We do have an open session. Yes. And for that item, uh, the first the one item of our open session for 3.1 is a proclamation recognizing May 19th through the 25th, 2024 as National Public Works Week. Excellent. And assisting will be Councilmember Sewen. Okay. Thank you, Mayor. Thank you, appreciate it. Um, who will we present it to this evening? Someone coming down to the podium. Our public works director. That would be perfect. Coming around the horn. You were moving, Jeff, so I wasn't sure. Well, this brings me great joy as one civil engineer to another. Um greatly appreciate all the work you and your department do to keep our city running safe, clean. Uh, and I know from time to time there may be a little bit of traffic, but for the most part, traffic free, I would say. Um, so May 19th to the 25th, whereas public works services provided in our community are an integral part of our citizens' everyday lives. And whereas the support of an understanding and informed citizenry is vital to the efficient operation of public works systems and programs, such as fleet and facilities, recycling and waste traffic, drainage and flood control, street maintenance, real estate, engineering, and construction. And whereas the health, safety, and welfare, and quality of life of the city of Elk Grove residents greatly depends on these services. And whereas the quality and effectiveness of these services, as well as their planning, design, construction, is vitally dependent upon the efforts and skills of public works employees. And whereas the efficiency of the qualified and dedicated personnel who staff the Department of Public Works is influenced by the public's attitude and understanding of the importance of the work they perform. Now, therefore, be it resolved that the City Council of the City of Elk Grove hereby proclaims May 19, 20 to the 25th, 2024 as National Public Works Week in the City of Elk Grove, and urges Elk Grove residents and civic organizations to acquaint themselves with Elk Grove Public Works Services and programs. Uh Jeff, you know the is our citizenry takes it for for granted, I think for the most part, but it's one of those things where all things are going well. The the minute or when the things are going well, um, you don't pay much attention, but the minute something goes wrong, a street gets flooded, uh, crack in the road, traffic, uh, everybody notices. So please know all the work you got you and and your staff do are greatly appreciated in our city. Thank you. Well, thank you, Councilmerson. Thank you, Mr. Warner. You're very welcome, and thank you all for your ongoing support. I mean, we couldn't do it without your support. Uh and we couldn't do it without our staff too. And I think that's what National Public Works Week is all about is recognizing the employees of public works departments all across the world uh and the amazing work they do and the contributions they make to the quality of life for all of our citizens. Uh it was it was incredible, bigger and better than ever.
