Public Hearings
8.1: Safeway Supermarket Alcohol License (PCN24-002)
- Staff Report (Antonio Ablog, Planning Manager): The Safeway at 10050 Bruceville Road is nearly complete and needs a Determination of Public Convenience or Necessity (PCN) for a Type 21 off-sale alcohol license. The PCN is required because the crime reporting district had 170 crimes in 2023, exceeding 120% of the city average. No off-sale licenses exist in the census tract. The nearest park is 750 feet away; no schools within 1,000 feet. Police found no public safety objection.
- Applicant: Expressed excitement about the store opening by end of October.
- Outcome: Council unanimously approved the CEQA exemption and the PCN resolution.
8.2: Countywide Transportation Mitigation Fee Program Update
- Staff Report (Renee Autar, Finance Analyst): Update to the Measure A development impact fee program, including updated nexus study, revised fee schedule (effective Jan 1, 2025), and amended Agreement on Operating Protocols. Changes include updated project costs, trip generation rates, new smart growth arterials program, ADU exemptions, tiered residential fees (smaller homes pay less). Overall fees decreased on average. The city will continue charging a 2% administrative fee.
- Outcome: Council unanimously adopted three actions: (1) resolution authorizing the amended agreement with STA, (2) introduced ordinance repealing/replacing Municipal Code Chapter 16.96, (3) resolution adopting the nexus study and updated fee schedule.
