It is a new automobile dealership with associated site improvements, including parking, lighting, and landscaping.

The project site is located at the northwest corner of Auto Passage Drive and Laguna Grove Drive.

This is within both the Laguna Ridge specific plan and within the Automall.

The project site has a general plan land use designation of auto commercial.

As I mentioned, it is within the Laguna Ridge specific plan, and it's identified for auto commercial uses.

Both auto and vehicle sales as well as auto and vehicle storage are permitted uses in the AC zone, and the project is consistent with general plan policies and the Elk Grove development standards.

The major design review includes an approximately 56,000 square foot two-story automobile dealership with showroom offices, parts counter, and 31 service bays.

There is both standard parking for the dealership as well as 864 spaces for vehicle storage.

The project includes a water quality detention basin shown in green on the site plan along the western boundary.

And the project is conditioned to provide a three-way stop and crosswalk at Auto Passage Drive and Auto Center Drive.

The design features a painted CMU concrete masonry walls as well as a slate tower, storefront window systems, and the colors are gray-silver with blue accents.

The project design is compatible with the surrounding automobile dealerships in the vicinity of the project site as well as the overall AutoMall.

A green sheet was provided today with revisions to two conditions of approval, conditions 29 and 33, specifically for 29.

Upon further review, we did determine that the drainage for the post-development flows as identified were accommodated within the specific plan and the drainage study associated with that.

So we determined that that sentence could be deleted for condition 33.

The extent of the improvements identified in this condition were not necessary upon further review against the city's development standards for the site.

So it has been slightly revised.

Um, but I also wanted to share our the project sponsor and our client, uh Lithia Motors uh weren't able to be here tonight, but they wanted to extend their gratitude to the commission and also to um planning staff.

They're based in uh Redmond, Oregon.

They're relative newcomers to the Elk Grove area.

Um they have recently purchased a number of dealerships um throughout uh the Central Valley and this uh Elkgrove uh Subaru they purchased about uh six months ago, and uh they wanted to share that this is a really uh for them.

They see this as the jewel in the crown for their California um holdings.

Um it's an exciting project um given that Subaru um in the next year is gonna be coming out with three new uh electric vehicle um cars, and you know, this is seen really as a project that's uh kind of coincident coincident with that and very much inspires a lot of the uh moves that we're making.

So, as you might have noticed, um there's a very large solar array on the roof, 250 uh kilovolts were also um far in excess of the um Cal Green and uh Elk Grove uh climate action plan requirements in terms of um electric charging.

Um it's a very robust electric uh charging system.

And so this is a very exciting project for Subaru for us as architects, um, because it's it's really um kind of um hopefully gonna showcase um the electrical electric vehicle platform and be a real contribution to Elkgrove and hopefully the surrounding community.

Um, and so that fascia will all be the ACM, and then it's uh basically once you get to the sort of the rear portions of the building, that's where it switches out to the painted CMU um block behind that.

So for most of the most of the front facing portions of the building will be clad and either in that ACM or corrugated metal panel.

Um, on Friday, we were able to release the draft environmental impact report for the summer villa's project.

This is a project that you may recall there was a public outreach meeting at the end of May that the applicant put on southeast corner of Sheldon and Waterman out in the rural area.

I know there's a lot of interest in that project, so I wanted to flag that for you that the EIR is available.

We did not have a hearing schedule yet for that, but we are working diligently as we come up on the holidays to work out those details.

Comment period closes the Monday of the week of Thanksgiving, and there will be a public comment opportunity, in-person opportunity in this room on November 13th for that item for just on the EIR.

It's not a public hearing, it's not a planning commission meeting or city council meeting, it's just an opportunity for staff to receive verbal comments on the EIR if people wish to choose.
