Jill Batiancilla (Founder/Executive Director, Together We Heal Community) requested support for a youth grief support event sponsorship grant, noting that approximately 6.3 million children in the U.S. experience the death of a parent or caregiver before age 18. She distributed school resource kits.
Jody Hill (teacher, Toby Johnson Middle School) and her daughter Berkeley Hill (age 11) spoke in support of Musical Mayhem Productions (MMP), a youth theater organization, urging the city to help create a dedicated, visible theater space in Elk Grove. Berkeley described how MMP prepares her for the future.
Sue Jiraki urged the council to adopt a resolution prohibiting ICE on city property, collaborate on a community safety action plan, and allocate emergency funding for immigrant legal and basic needs assistance. Mayor Singh Allen responded that the city has updated its website with immigrant resources and will improve accessibility, adding that Elk Grove is a safe community welcoming to all.
Bhavin Shah (volunteer, Sevadiwali Food Drive) reported that the 2025 Sevadiwali Food Drive collected 970,000 pounds of food across 38+ states and over 250 townships, with participation from 555+ organizations.
Sharon Anderson expressed gratitude to city council and staff for support of commissions, volunteer groups (e.g., Elk Grove Anti-Trash), and nonprofits, and recognized City Manager Jason Berman’s Wes McClure Award of Distinction.

City Manager's Report

City Manager Jason Berman highlighted: the city’s updated immigrant resources webpage (elkgrove.gov); final day for Stars of Service nominations; compost corner event; free pet vaccine clinic (March 14); SACRT safe routes to transit workshop (March 10); and a veterans career fair (March 13). Vice Mayor Suen acknowledged Berman’s receipt of the Wes McClure Award of Distinction from the League of California Cities.

Public Hearing — Medical Waste Transfer Facility (Trilogy Med Waste West)

Staff presented a zoning code text amendment and conditional use permit to allow a medical waste transfer facility in a heavy industrial district at an existing building on Survey Road. The facility would operate 6 a.m. to 6 p.m., Monday–Saturday, with daily box truck trips and a long-haul truck every seven days to Fresno; no disposal on site. The Planning Commission recommended approval 3-0. The applicant confirmed security measures (locked gate, barbed wire, future video surveillance). Council clarified that medical waste does not include human remains. The ordinance and resolution were approved unanimously.

Measure E Fiscal Year 2024-25 Annual Report

Valerie Irwin (Chair, Measure E Citizens Oversight Committee) reported that the city generated $34.6 million in Measure E revenue. Per allocation, 20% ($6.9 million) was set aside for future priority projects. Combined city and Cosumnes CSD expenditures totaled $17.6 million, with 67% directed to public safety. The city ended with $18 million in unrestricted fund balance. CSD reported $11 million in revenue and $8 million in expenditures. Both agencies received clean audits. The council praised the committee and staff; the report was accepted.

City Council Priority Projects Update

Staff provided a progress report on 25 priority projects through December 2025. Highlights included: Elk Grove Library construction nearing completion (summer 2026); traffic signal communication network closeout; light rail extension corridor master plan draft available for public comment; climate action plan update and Corp Yard Master Plan to be presented in spring 2026. Council received the update.

Arts, Culture, and Creative Economy Strategy Contract

Staff recommended a contract with Cultural Planning Group (CPG) for $149,760 over 18 months, funded by Measure E, to develop a comprehensive arts, culture, and creative economy strategy. CPG has completed over 120 similar plans nationwide. David Plattner-Saunders (CPG) answered council questions about community engagement and typical deliverables. The council approved the contract unanimously.

Appointments to City Committees

Disability Advisory Committee: Cameron Narramore was appointed by consensus. He spoke about his lived experience as a wheelchair user and advocacy for accessible design.
Diversity and Inclusion Commission: Angelina Inojosa was appointed on a motion by Mayor Singh Allen, seconded and approved unanimously. Multiple speakers supported her candidacy, noting her work as a Native youth advocate and substance use disorder specialist. The mayor emphasized the importance of having a representative from the Wilton Rancheria tribe. Other applicants were thanked and encouraged to apply for future openings.
