  • Staff presented a zoning code text amendment and conditional use permit to allow a medical waste transfer facility in a heavy industrial district at an existing building on Survey Road. The facility would operate 6 a.m. to 6 p.m., Monday–Saturday, with daily box truck trips and a long-haul truck every seven days to Fresno; no disposal on site. The Planning Commission recommended approval 3-0. The applicant confirmed security measures (locked gate, barbed wire, future video surveillance). Council clarified that medical waste does not include human remains. The ordinance and resolution were approved unanimously.

Measure E Fiscal Year 2024-25 Annual Report

  • Valerie Irwin (Chair, Measure E Citizens Oversight Committee) reported that the city generated $34.6 million in Measure E revenue.
