- Illegal Fireworks Enforcement (Item 9.1): Code Enforcement Manager Jose Mendez and Lieutenant Nathaniel Lang presented. Highlights: 46,000 attended the city's July 4 event (13,000 more than 2024); 116 911 calls received between 6 PM and midnight; 8 fire calls (down from 24 three years ago); enforcement with 4 drones and strike teams; 37 properties cited; cumulative fines of $259,000. The council commended the reduction in fires and educational outreach. No repeat offenders were identified.
- Old Town Historic Main Street SPA Update (Item 9.2): Senior Planner Kara Killingsworth presented. The SPA covers 200 parcels on 90 acres. Community outreach in 2025 used six personas; “Artsy” and “Family Friendly” received strongest support. Staff recommended: renaming to “Historic Main Street,” updating the vision statement, restricting accessory auto services (window tinting, etc.), limiting personal services to 12 permits, separating bar/winery/brewpub categories, removing the 12-month nonconforming use grace period, and streamlining mural approval from Planning Commission to Zoning Administrator. Council discussed capping uses and mural review process; direction was given to proceed with the update, with further refinement on caps and arts commission involvement.
- MOU with Cosumnes CSD for Park Facilities (Item 9.3): City Manager Jason Behrmann presented a revised MOU to streamline park funding and delivery. The updated agreement includes quarterly remittance of park impact fees to the CSD (current balances: ~$8 million for Laguna Ridge land, ~$21 million for facilities, ~$24 million for Southeast Policy Area). The CSD will assume sole responsibility for park naming and signage. The city retains oversight of fee program updates. Council adopted the resolution and authorized the fund transfer, praising the improved interagency partnership.
- Youth Commission Appointments (Item 9.4): City Clerk Jason Lindgren reported 32 applications for three vacancies. After all applicants spoke, the council selected: Yuvraj Singh (middle school, District 4 – nominated by Mayor Singh Allen with strong community support), Mira Shaw (Pleasant Grove High School – selected by Councilmember Robles to fill geographic representation from District 1), and Maya Barron (Franklin High School – supported by Councilmembers Spees, Brewer, and Vice Mayor Sewan). The council noted the difficulty of selection and encouraged all applicants to continue participating.

The time is 6.02 p.m. And for the roll call, I will note the uh do a visual roll call noting the absence of uh Vice Chair Sewan, but we have four members of the parking authority available tonight in order to go through this procedural item. I'd also just like to note that there is no additional stipend or pay that any of the members of the city council get for their concurrent enrollment as uh membership of the parking authority.
