De Kaiser is not here today, so I don't have his charisma or enthusiasm.

2:08

You know, I'm not as energetic as he is, but I'll do my best.

Speaker 5

2:12

So we're here this morning

Speaker 4

2:14

to present a quick update on some of the service modifications we just implemented a few weeks ago in September 20.

2:22

This is in response of the feedback that we received after the implementation of the San Metro Rising restructuring plan back in June of this uh year.

2:36

So what this can we where's the quick

Unassigned speaker

2:45

there

Speaker 4

2:46

we go?

2:47

Um these adjustments or this quick um update.

2:55

These adjustments are intended to improve the overall accessibility right uh reliability and efficiency throughout the overall system.

3:05

Uh we're gonna see how we enhance the community access with the modification on some alignments on Route 2 and 65.

3:13

We have some scheduled modifications to re-establish the reliability on the overall system.

3:19

Uh we made some adjustments to the contracted service that we have with Project Amisad because where there were some uh concerns on the capacity on their vehicles.

3:29

And uh we're also doing the six months evaluation uh framework that is going to help us uh is gonna guide us through the future service modifications that we're gonna be doing.

3:39

But these changes are not following that six-month framework that we normally follow because there were identifier routes that needed to be those changes needed to be happening as soon as possible because of the impact that was having uh in the community.

3:53

Uh, and then I'm gonna give you like a brief summary of what the service modifications uh were.

4:01

If the enhanced community access, uh after I'm sorry, after the um

Unassigned speaker

4:10

the

Speaker 4

4:11

implementation of the submetro rising, uh if you remember that was a restructuring of the overall system.

4:17

So most of the routes were changed on the alignments, the schedules, and the connections uh points that they used to have.

4:24

So after that implementation, we identified two areas where the people were impacted because of those uh changes in the routing.

4:33

And we met with these people.

4:34

Uh some of them were through your offices and some are for the feedback that we received, even some prior before the implementation, but we just needed to let the the routes establish and actually find out exactly what the situation was gonna be.

Unassigned speaker

4:48

So

Speaker 4

4:48

we ended up meeting with these groups and we made changes.

4:52

Uh we came up with a plan where we uh presented routes uh changes to route two and 65.

Unassigned speaker

5:00

Those were the two that were identified as needing the immediate changes to continue providing the service to the La Faye Clinic for Route 2 and the senior center that is running in the vicinity.

Unassigned speaker

5:16

And then there was the Route 65, because there were some concerns on the service being provided through Paisano by the Chairman Apartments and the Ill de Plata Senior Center.

Speaker 4

5:27

So by doing those changes, we also look at the overall system, how we were doing, and because San Metro likes to maintain a 90% at minimum on the on-time performance, meaning that our buses are constantly on time.

5:42

We realized that because of the realignments on the other on the other routes, there were seven routes that were constantly being behind schedule.

5:50

So we needed to address those as well because that was not providing the people the opportunity to make their connections and plan their trips on a daily basis.

6:00

So we identified seven routes throughout the city, it's not just a specific area.

6:06

We have central, northeast, far east, and the downtown area where we needed to make these changes.

6:16

So that's why they're happening, they happen right after three months after the implementation of the San Metro rising.

Public Comments & Testimony

  • No members of the public signed up to speak, and no public comments were made.

Discussion Items

  • Staff presented an update on Sun Metro Rising service modifications implemented September 20, 2026, in response to community feedback received after the June 2026 Sun Metro Rising system restructuring. The stated goal of the adjustments was to improve accessibility, reliability, and efficiency across the system.
  • Route changes were made to Routes 2 and 65. Route 2 was adjusted to maintain service to the La Faye Clinic and a nearby senior center; Route 65 addressed concerns about service along Paisano serving the Chairman Apartments and the Ill de Plata Senior Center.
  • Seven routes that were consistently running behind Sun Metro’s minimum 90% on-time performance target received minor schedule adjustments. These routes were in the central, northeast, far east, and downtown areas; adjustments also addressed construction delays, heavy congestion, and Fort Bliss gate congestion by adding peak-hour service.
  • Staff explained that contracted service with Project Amistad was realigned because some routes formerly considered low-ridership had grown, raising capacity concerns with Project Amistad’s smaller vehicles. Three such routes were moved back to Sun Metro’s larger in-house buses, while three lower-ridership routes—Edgmir, Pebble Hills, and Route 62 in the Mission Valley area—were moved to Project Amistad.
  • The changes were made outside Sun Metro’s normal six-month evaluation framework because urgent fixes were needed. Staff will continue to evaluate ridership trends, on-time performance, operator/customer service/supervisor input, and direct rider feedback. The next round of public engagement for additional service modifications is planned for early spring 2027.
  • Board member Nino asked about Sun Metro’s District 5 microtransit pilot ridership. Staff responded that ridership grew from roughly two to four passengers to 70 or 80 passengers, with Nino noting the previous month’s numbers appeared to exceed 400 riders. Nino expressed strong support for the pilot and for public transportation access to jobs, health care, and groceries.
  • Board member Chavez asked for any community feedback on the recent route changes to be sent to her office. Staff cited a service request for a new subdivision/reserve area and another area under review. Chavez raised a concern about Route 14; staff clarified that Route 19 was the route serving that community, and Chavez said she would follow up.

Key Outcomes

  • The consent agenda, including both contract awards, was approved unanimously.
  • Item 5 was an informational presentation; the board took no action on it.
  • Staff will provide the requested route feedback to Board member Chavez’s office and will continue studying ridership and on-time performance before returning for public input around early spring 2027.
  • The board voted unanimously to adjourn at 11:50 a.m.; the meeting was followed by a motion to reconvene for a separate meeting.
