The Evansville Parks Commissioner held a special meeting at 7:30 PM (local time) on April 22, 2026, to approve the previous meeting's minutes, authorize a consent agenda item, consider an easement agreement, open bids for two park projects, hear public comments, and receive staff reports.
Consent Calendar
- Minutes Approval: The minutes of the April 15 meeting were approved unanimously.
- Sensory Skate Event: Permission was granted for Swander Ice Arena to host a sensory skate event.
Public Comments & Testimony
- Walter Branson (from JNIA): Mr. Branson raised several issues related to the 2026 budget approved on October 6, 2025:
- Picnic tables: Two of four approved tables were installed; he requested the remaining two be added.
- Drinking fountain: An approved fountain, reportedly in stock, has not been installed at the park. He requested installation and connection at Maryland Street.
- Dumpsters: A request for a dumpster on Maryland Street to address accumulating brush and dumping. The individual who had offered to pay for it is now unable to do so.
- Trees: He noted that a redbud tree from a "Make Evansville Better" program may have been omitted and recommended its planting in a park or downtown.
- Staff indicated they would research these requests and follow up.
Discussion Items
- Easement Agreement with Buffalo Trace Council: Paul Bowsman, Deputy Director of Parks and Recreation, presented a 50-year easement agreement (with option to renew) to formalize trail access and maintenance responsibilities for the next level trail across Buffalo Trace Council property. The board approved the agreement unanimously.
- Bid Opening for Eichel Hart Splash Pad: Multiple bids were received with base bids ranging from $1,537,820 (ARC Construction) to $1,892,720 (Dyke Brothers). Alternates for additional work and completion dates (ranging from September 2, 2026 to October 23, 2026) were also noted. Bids were taken under advisement.
- Bid Opening for a Second Project (Unidentified): Bids were also opened for a separate project (referred to as "this one" with no alternates). Base bids ranged from $308,000 (Midwest Contracting) to $410,000 (Danco Construction). These bids were likewise taken under advisement.
- Staff Reports & Upcoming Events: Danielle provided upcoming dates:
- Sign dedication at Van Park (April 22 at 5:30 PM)
- Sign dedication at Caldwell Park (April 28 at 2:00 PM)
- Tree giveaway at Wesselman's (Friday, April 24, 10:30 AM–1:30 PM) in partnership with Keep Evansville Beautiful, Wesselman Woods, and the City Arborist.
- First Park Chat at Bellmead Park (May 1 at 6:00 PM at the Boys and Girls Club) to gather resident feedback.

Uh we'll call the meeting to order. Uh the first meeting agenda item is the approval of the minutes of the April fifteenth meeting. Do I have a motion for approval? Motion is second. Any other discussion? All in favor say aye. Motion carries. There is one item under the consent agenda. We request permission for Swander Ice Arena to host a sensory skate. About a month ago, I brought um another agreement to you to actually document this easement uh with an engineering firm as exhibit A, which is uh attached on the back of this agreement. This is uh for the next level trail to cross uh Buffalo Trace Council's property in it formalizes the arrangement uh in terms of who takes care of what and has access to what. It's a fairly simple one. It has a 50-year term with the uh an option to renew uh at the end in just part of uh getting the next level trail done. Okay. Questions.
