Discussion Items
- Old Business – Mooring Dock Update: Board members discussed the potential sale of the mooring dock asset. Purchasing representative Dashne Shares reported contacting Stanley (an auctioneer/valuation firm) regarding historical records from 2005, but scans were not yet located. Board members expressed interest in maximizing sale price while also relieving the city of rental payments. They considered options for auctioning the property (sealed bid vs. public internet bidding) and requested cost estimates from two interested auctioneers and possibly from Lee Thompson for valuation. One board member noted a report that the facility leaks. The board directed staff to obtain fee proposals for auction and valuation services.
- Finance Report (R. Gunter): Mr. Gunter presented preliminary financials as of July 31, 2026. Key points: other receipts up 100% due to full-year park fund billing; electric service up 16%; rent payments changed from Inland Arena to Moy, causing expenses to increase nearly 30.5%. The fund ended July with a net increase of $34,235, cash on hand of $95,720, and investments of $52,573, for a total of $148,293.
- Accounts Payable Voucher Register: The board reviewed vouchers for July 21, 2026 (Southern Indiana Gas & Electric: $207.97 and $4,605.33 for electric at LST Drive and North Riverside) and August 7, 2026 (City of Evansville: $2.74 postage; Evansville Waterworks: $470.20 for water at 610 Northwest Riverside). A board member noted that rent for the marina (operated by a private owner) had not been paid for June and July; staff was asked to follow up on receiving those bills.

Meeting Transcript
It is twelve noon. I will call the August 10th meeting of the uh Port Authority of Evansville's meeting to order. We have a meeting memorandum from July thirteenth. You all have seen the minutes. Can I get a motion? Motion to approve the minutes. Second. Any discussion. All those in favor of approving the minutes say aye. Aye. All opposed, same sign. Motion carries. And then we can figure out where to go. The outfits that I've been in contact with. So there's a lot of options, I think, available. Have we reached out to Stanley? Yes. Yes. You you've reached out to Stanley. That's what that's where this came from. Uh good morning. Uh Dashne Shares City of Athensville purchasing. I have contacted Stanley at this time with those. What I found was from 2005. Um the attorney is looking to see what they may have scanned in, but they have not been able to locate anything at this time. So if they have an auction, wouldn't it? That's we could do that. Uh they will do whatever we want them to do. We can set a minimum of reserve or what's our is our goal to maximize the slow price or get out of the underneath paying rent? I would think both. I I also w want the city to get the full value of that because yeah. Do we have any idea what a consultation would cost as far as them coming out and evaluating the facility? Um normally what they would do, they would get a set commission for selling it. That's just if they don't do any leg work at all. Now if if we want them to come out and do all those measurements and do a detailed review of the asset, then of course that will increase their fee. I can I've reached out to three outfits, two of them are are interested in being that auctioneer. I can find out what those fees would be and bring those back to the to the board. Can you do the same day on? I can check with uh yeah, Lee Thompson. I I kind of put him off till after this meeting to see. And I can just get a maybe a ballpark price from him on what he would do to value it and here's what's wrong with it, or one of the individuals said it leaks, so oh I don't know. I don't know. Yeah. And that's just a if if we had those designs, if we had the specs, they could tell us real quickly what what their fee would be. Yeah. Did have they discussed at all what kind of bidding process would typically lend itself to make the most money as far as a sealed bid process and open bidding, public bidding. Um they didn't really disclose uh their process. What we used is it's it's an internet bid. I mean it's opened and everyone whoever's registered can bid on and we give a sunset and once that that's met and hook the highest bidder at that time is awarded the the bid. So if they're okay with the board, I'll I'll reach out to those two and and get more details on what their commission would be.
