Evansville Redevelopment Commission Meeting – October 6, 2026

The Evansville Redevelopment Commission met on Tuesday, October 6, 2026, at 8:30 a.m. in Room 307 of the Civic Center Complex. The meeting covered approval of prior minutes, the accounts payable voucher, a parking rate increase resolution, acceptance of engagement letters for two development projects, a bid notification for electrical repairs, and a discussion on LED lighting replacement at the Ford Center. No public comments were received.

Consent Calendar

  • Approval of Minutes (September 15, 2026): Motion carried unanimously by voice vote.
  • Approval of Accounts Payable Voucher Register: Motion carried unanimously by voice vote.

New Business

  • Resolution 26ERC28 – Parking Rates at Third Street and Sycamore Street Garages: David Rector of the Building Authority presented a proposal to increase the maximum daily rate to $10, event parking to $10, and monthly parking to $65. He noted that the current rates are much lower than those in Fort Wayne, Bloomington, and Indianapolis. Commissioner Elexica McAlister asked about expected additional annual revenue; Rector stated he would provide that figure later. The motion to approve the resolution carried unanimously. Implementation is expected by early November after notice to users and signage updates. The switch to a new parking payment system (ParkMobile) will also save approximately $12,000 per year in attendance costs.

Other Business

  • Engagement Letters (3 items): The commission approved three engagement letters as a block:
    1. LWG CPAs & Advisors for Municipal Advisory Services for the Brown Capital Group Capital Development Project – a proposed 240-unit market-rate multifamily development at the Promenade (Vogel and Cross Pointe Boulevard). The developer will pay for the services; no city obligation.
    2. LWG CPAs & Advisors for Municipal Advisory Services for Sienna Hills (Reinbrecht Homes) Development – a proposed 216-unit market-rate multifamily project at 6600 Old Boonville Highway, financed with a Residential Housing Infrastructure Assistance Program (RHIA) loan. The city must apply for the loan and create a TIF allocation area. The property lies in the county TIF (Burkhart) until 2031; staff will request release from the county.
    3. Barnes & Thornburg LLP as Bond Counsel for the Sienna Hills project. All three engagement letters were approved by voice vote with a single motion.
  • Out for Bid – North Main Electrical Outlet Repair: Staff reported that 50 electrical outlets along North Main Street (installed for holiday lighting) have experienced vandalism and age-related failures. A bid solicitation was sent to eight contractors; responses are due by noon on October 16, 2026. Work must be completed by November 22, 2026, ahead of the holiday parade. The commission noted that repairs have not been done before and that the outlets are used infrequently.
  • Discussion – Ford Center Bowl Lighting Replacement: David Rector presented a proposal from Dyke Brothers to replace the existing sports lighting with LEDs. Project cost: $715,000; a CenterPoint Energy rebate of $172,000 would reduce net cost to $543,000. Estimated annual savings: $129,000 (a ~38% annual return). The analysis was prepared by the vendor. Commissioners raised concerns about verifying the savings (suggesting checking actual savings from similar garage LED retrofits and asking CenterPoint to review the estimate) and about the funding source. Some noted that the Ford Center has accumulated over $9 million in owner’s equity (retained earnings) that could fund the project rather than using TIF funds. No decision was made; the commission asked staff to provide:
    • Verified savings data from the garage retrofits.
    • A review of the energy savings estimate by CenterPoint or another independent party.
    • A recommendation on the most appropriate funding source (TIF vs. Ford Center equity).

The project will be revisited after this information is gathered.

Key Outcomes

  • Approved minutes of September 15, 2026 (unanimous).
  • Approved accounts payable voucher register (unanimous).
  • Approved Resolution 26ERC28 increasing parking rates (unanimous).
  • Approved three engagement letters for Brown Capital Group and Sienna Hills projects (unanimous).
  • Took no action on Ford Center LED lighting; directed staff to obtain further information on savings and funding before proceeding.
