I have just a few public safety updates this evening.

First, an update on our work to address speeding in our city.

Our team has been assessing a few streets in the city in the lead up to a citywide analysis.

Next month, we will bring forward a recommendation to you to lower speed limits on both 16th Street and Holly.

On 16th, we'll recommend reducing to 25 miles an hour between Grand Avenue and Marine View Drive.

And on Holly, we'll recommend dropping to 25 miles per hour between 100th Street Southwest and Evergreen Way.

We're also going to be doing work on Dakota and Madison, but we still have some analysis to do and enforcement in those areas before we bring that to you.

At the same meeting that we bring those recommendations to, you'll hear about our comprehensive speed limit policy and forthcoming speed management plan with that plan, which is funded by a federal grant.

Everett City Council Meeting - July 16, 2025

The Everett City Council convened on Wednesday, July 16, 2025, at 6:30 PM in City Council Chambers for a regular meeting.   • Interlocal Agreement: Approved jail services interlocal agreement with the City of Lynnwood.
  • Covenant Releases: Approved partial releases of covenants for parking and for stormwater BMP inspection/maintenance.
  • Workers' Compensation: Approved Amendment 4 with CorVel Enterprise Comp Inc. to renew workers’ compensation administrative services.

The consent calendar was adopted unanimously (7-0).

Public Comments & Testimony

  • Joseph Stremek (Everett resident) expressed positive experiences with the Everett Police Department but raised concerns about potential federal law enforcement actions without proper identification or warrants. He requested a public statement from the police department affirming their commitment to protecting residents' due process rights and verifying the legitimacy of any agency requesting cooperation.
  • Michelle Pendergrass (District 2, precinct 13 Democratic PCO) seconded Mr. Stremek’s concerns and also raised two issues:
