The Everett City Council met on Wednesday, February 11, 2026, at 6:30 PM in the City Council Chambers. Public Comments & Testimony
- William Parents (Silver Lake resident) commented on Item 3 (playground equipment), stating that $800,000 is a large amount and the park should be “so amazing that you can't keep the adults off the equipment.” On Item 8 (Forest Park driveway repave), he suggested using concrete instead of asphalt to save money long-term, noting that inner city streets are concrete while main roads are not. On Item 10 (Green Lantern Dock Repairs), he suggested a floating restaurant could be a good addition.

- Item 19 (CB 2601-04): First reading of ordinance relating to stormwater controls in combined sewer area. Third and final reading scheduled for Feb. 25, 2026. No questions.
- Item 20 (CB 2602-05): First reading to amend and close South Police Precinct Locker Room Renovation Project. Third and final reading Feb. 25, 2026. No questions.
- Item 21 (Resolution – COVID Recovery Funds Reallocation): Julie Willie (Director of Strategic Initiatives) presented resolution to allocate $296,449 in remaining COVID Recovery Funds. Funds come from completed/shifted projects (Clean Everett, Epic Bridge Design, Everett Community College Early Learning Center). Allocation: $10,000 to Clean Everett Days; $25,000 to Downtown Everett Association for storefront enhancement grants; $261,449 for FIFA World Cup Fan Zone watch parties (June 11, 12, 18, 19 at Boxcar Park) – covering AV, sound, screens, beer gardens, bands, security, fencing, emergency management, transportation. Additional grants and $140,000 in sponsorships secured. If not fully used, remaining funds will be reallocated. Approved unanimously.
- Item 23 (CB 2601-02 – Mobile Food Vending): Third reading of ordinance regulating unlicensed mobile food vending units. An amended printed copy was distributed. Councilmember Ryan requested clear criteria for police escalation from warnings to infractions, and training on recognizing human trafficking red flags. Lacey (legal) confirmed a meeting next week with deputy chief and Lieutenant Stewart to develop protocols. Also noted county health department working group on this issue. Councilmember Zarlingo suggested a six-month review of ordinance effectiveness. Approved as amended (7-0).
- Item 24 (CB 2601-03 – Downtown Streetscapes Planting Renovation): Third reading creating special improvement project. Approved unanimously.

And at this time, I'd like to ask Councilmember Tui to lead us in the Pledge of Allegiance. Thank you. And this time I'd like to ask Councilmember Zarlingo to read the land acknowledgement. This council acknowledges the original inhabitants of this place, the Stahoes people and their successors, the Talele tribes. Since time immemorial, they have hunted, fished, gathered on, and taken care of these lands and waters. We respect their sovereignty, their right to self-determination, and honor their sacred spiritual connection with the land and water. We will strive to be honest about our past mistakes and bring about a future that includes their people, stories, and voices to form a more just and equitable society. Thank you.
