The council unanimously approved most items, including setting a public hearing on the budget for May 28, 2024.
17 speakers signed up; all were heard. Key positions expressed:
The council approved the consent agenda unanimously, including:
Audit and Financial Results for FY2023 Robert Bittner of PB Mares presented the external audit. The city received a clean (unmodified) opinion. One material compliance finding: the audit was submitted late (several months past the December 1, 2023 deadline). There was one significant deficiency in internal control over the CDBG program (late quarterly reports). The Local Government Commission flagged three performance indicators of concern: late audit, material weakness, and a $500,000 reduction in general fund balance (the city still met its 10% fund balance policy). Council accepted the report unanimously.
Adoption of FY2025 Strategic Plan Chris Lowry (Strategy and Performance Manager) and Andy Brayboy presented the plan. It is built around five priorities adopted at the January retreat:
Presentation of Recommended FY2024-2025 Annual Operating Budget City Manager Hewitt presented a balanced $319 million total budget. Key elements:
Oh no. Well, good evening, everyone. Like to call our May 13th uh Fedville City Council meeting to order. We welcome those who are joining us here in uh Council Chambers and those who are joining us remotely. Welcome. Uh at this time, we will start with the invocation. We ask that Pastor Meadows from the Cedar Falls Baptist Church, if you would please come to the podium and lead us in prayer. If we could all stand for the prayer, immediately following the prayer, if we could repeat the Pledge of Allegiance in unison. Good evening, Pastor. Good evening. Let us pray. Lord, I pray right now that you would be with our city council, be with our mayor, uh, be with everyone in attendance, Lord. May we all do the work that you've called us to do. May we come together in unity to do what's best for this city. Lord bless this time that we have here tonight. Lord, we love you and we thank you. It's in Jesus' name I pray. Amen. Pledge allegiance to the flag of the United States of America and to the remote for what it stands. Pastor, if you would uh tell us take a few minutes to tell us about yourself and your ministry. If I may, um, I do want to say that Cedar Falls also win the tornado hurricane came through back in two thousand and sixteen, they helped us with the road in King's Grant where we couldn't get in or out, and they came within a day and had us out of our neighborhood. They helped us with the road and King's Grant where we couldn't get in or out, and they came within a day and had us out of our neighborhood. So thank you. Thank you. And Pastor, uh it was a little inside joke. I know you're doing ministry all over, but we have a north side fanatic up here. So thank you, sir. All right, Council, as we move to the announcements. Do we have I don't see any here? But uh moving to recognitions, this is National Police Week. So it acts at Chief Braden, uh Chief of Police and Mr. Daniel Torcino from the Fayetteville Police Foundation, the President, and Miss Melissa Reed, uh incoming Foundation Executive Director, if you all would meet me at the podium at this time, please. Whereas in 1962, President Kennedy proclaimed May 15th as National Peace Officers Memorial Day and calendar week, which May 15th falls on as National Police Week. Whereas National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for safety and protection of others to include the 10 fallen soldiers of the Fateville Police Department. Whereas we also honor those police officers, civilian employees who serve our community with the Fateville Police Department, whereas the Fateville Police Foundation honors this week all our employees of the Fateville Police Department and their dedication and commitment to our community. Now, therefore, I Mitch Colbin, the mayor of the City of Fateville, North Carolina, on behalf of the City Council and more than 28,000 re citizens do hereby honorably proclaim the 12th through the 18th of May in the year 2024 as the police the City of Faithville Police Week and publicly statute this service of law enforcement officers and civilians in our community. We can call upon all citizens in this community to especially honor and show our sincere appreciation for all the employees of the Faithville Police Department and witness thereof. I here undo set my hand in the great cause and the great seal of the City of Faithville to be a fixed this 15th day of May 2024, Mayor Mitch Colton. Y'all want to have some words? Maybe they can all come up here, Mayor. Thank you. So apparently I was just drafted to say a few words. So I think the shortest and the uh the best way to try to uh bring this together is this week is about honoring those that protect and serve our community. Uh that do so um in a way that uh is unnatural to most of us and do so in a way that uh goes without on most days at most times the proper uh recognition for what it is that they do day in and day out. Um we as the foundation are our favorable citizens, we're we're business owners, we're real estate agents, we're contractors, so on and so forth, just like many of you. We uh we want and and look and aim for a safe community to not only operate our business in but raise our families in. And and so this week is about acknowledging and and uh appreciating those that that help us keep it safe on a daily basis. So I want to thank you, thank you, Mayor, Mayor Pro Tem uh for the acknowledgement and the proclamation. And um, you know, certainly if you want more information about uh this week and about the things that we're doing to honor them, um you can either look at our website, which is uh Faithful Police Foundation.org, or um you'll likely see a lot of it between the uh city's police department and our uh foundation uh social media pages, and uh you probably see a lot of it flying uh on Glensford Drive there in front of BJ's as well with the field of blue. So thank you all again.
