Report of the director of public works, Mr.

1:05

Tim Walker P.

Speaker 3

1:07

Thank you.

1:07

I'll start with a project update uh this evening on uh Friday, November 7th, 2025, phase three of the Saiyan Road Reconstruction Project was opened, and then uh last week on Thursday, November 13th, we had a uh ribbon cutting for all three phases of that project.

1:29

So for phases one, two, and three.

1:32

And then just uh a reminder that there will be a virtual public involvement meeting on Thursday, December 4th, 2025 at 5 30 p.m.

1:44

regarding the uh Wisconsin Department of Transportation belt line planning and environmental linkages study.

1:51

So at this meeting, WizDot will present and gather feedback on the belt line uh study summary report and the preferred strategy package, and then I believe they're also gonna have a follow-up uh public involvement meeting uh sometime in spring for that.

2:09

What was

Speaker 1

2:10

the date on that one

Speaker 3

2:11

that is yeah, Thursday, December 4th?

2:14

Okay at uh 5 30 p.m.

2:16

And that's uh a virtual meeting.

2:18

Okay,

Unassigned speaker

2:19

okay.

Speaker 3

2:25

And then at the the last meeting, I mentioned that I would share with you all the the street sweeping dashboard that we we created in GIS.

2:37

And if you look up at the screen, this is kind of what the the dashboard looks like.

2:43

So here on the the left side of it is a uh map of the city, and these zones are the same zones as garbage pickup.

2:51

So we the city's broken out into street sweeping, and kind of the the streets that are in green here are what's been done.

3:00

So all these streets you see green have been completed, and this is since November 17th, so since last week Monday.

3:08

We started this dashboard on October 27th, which is three weeks ago.

3:13

So in two weeks with two street sweepers, we went through the entire city, and then when we completed the entire city, that layer got uh kind of hidden, so we can now kind of see the the second round of what we're sweeping, and then over to the right, you'll see that the total miles swept since October 27th is 361.2 miles, and then uh sweeping events is 25.

3:42

So that the street sweeper went out on a 25 different occasions.

3:48

Uh since October 27th, we've accumulated 900 or 795 cubic yards of debris, and then have used 12,200 gallon gallons of water.

4:02

So the the water is used to uh for dust mitigation during the street sweeping, and then also the hopper, uh, which is where all the debris goes in the uh vacuum.

4:13

Once it gets vacuum up, it goes in the hopper, and um the driver will sometimes wet the material to kind of mat it down in there.

4:21

So that's what the the water is being used for.

Unassigned speaker

4:25

So

Speaker 3

4:25

with that, does anyone have kind of any questions with this?

4:29

Or

Unassigned speaker

4:30

go

Speaker 4

4:30

ahead, Bill.

4:31

Um so just in the last two weeks, we've collected a third as much, more than a third of what we did on all of 2024.

4:40

Is that is that usual?

Summary of Proceedings

Fitchburg Board of Public Works Meeting - November 17, 2025

The Board of Public Works convened on November 17, 2025, at 6:00 PM. Members present included Don, Kim, Alder Jetzer, and the chair; Dave Over was excused. The board approved previous minutes, discussed street sweeping and work order dashboards, considered resolutions on easements, a street vacation, a flock camera subscription, and the 2025 transit plan. The flock camera and transit plan items were deferred to future council meetings.

Consent Calendar

  • Approval of November 3, 2025 Minutes: The board unanimously approved the minutes from the November 3rd meeting.

Public Comments & Testimony

  • Patrick Cheney on Flock Camera Subscription (Resolution R21025): Cheney expressed concerns about the flock automatic license plate reader system, citing reports of faulty plate captures leading to wrongful arrests in other cities. He questioned the $3,000 annual subscription cost versus citations issued, and raised privacy issues regarding data handled by a private company. He requested more public information and scrutiny.

Discussion Items

  • Report of the Director of Public Works (Tim Walker):
    • Provided updates on the Saiyan Road Reconstruction Project: Phase 3 opened November 7, 2025; a ribbon cutting for all three phases occurred November 13.
    • Announced a virtual public involvement meeting on December 4, 2025 at 5:30 PM for the WisDOT Belt Line Planning and Environmental Linkages Study.
    • Presented a street sweeping dashboard: since October 27, 2025, two sweepers covered 361.2 miles over 25 events, collecting 795 cubic yards of debris and using 12,200 gallons of water for dust mitigation. This represents more than one-third of the 2024 total (reported as 2,112 cubic yards). Board member noted a late leaf drop this year and discussed adjusting the fall leaf pickup schedule for 2026.
    • Demonstrated a new work order dashboard: 160 assigned work orders, 24 completed, 5 overdue, enabling tracking of curb, inlet, and manhole issues identified by street sweepers.
  • Resolution R19125 – Accepting Public Water Main Easement on Buds Drive: The board approved accepting an easement from Sub Zero for a water main within a right-of-way to be vacated. The cul-de-sac on Buds Drive will be relocated 90 feet west. Motion carried unanimously.
  • Resolution R19625 – Vacating a Portion of Basswood Drive: The board approved vacating a segment of Basswood Drive as part of the cul-de-sac relocation. The new cul-de-sac will accommodate plow and fire truck access. Motion carried unanimously.
  • Resolution R21025 – Renewing Flock Safety Subscription: Discussion centered on the single flock camera at the recycling site, used to capture license plates of illegal dumpers. Staff explained that the camera supplements existing cameras and requires a DMV request to obtain vehicle owner information. Data is retained 30 days. Board members questioned the cost ($3,000 annually) versus citations issued, data privacy, and whether the contract restricts data sharing. A motion to defer to the November 25 council meeting passed, pending answers on data retention and contract terms.
  • Resolution R20825 – Adopting the 2025 Transit Plan: Planner Ross presented the plan, covering transit goals for 2025-2030, including expansion of Route 65 and 75 to all-day hourly service and updates to Rapid Route B. Board members raised concerns about missing performance metrics (e.g., percentage of population within ¼ mile of daily service), lack of cross-references to the sustainability plan, suggestions for including wheelchair language, and the need for bicycle and pedestrian commission review. The plan is advisory, with actual implementation requiring separate budget approvals. The board deferred the resolution without recommendation to council, pending revisions.

Key Outcomes

  • Approved: Minutes of Nov 3, 2025 (unanimous).
  • Approved: Resolution R19125 (water main easement on Buds Drive, unanimous).
  • Approved: Resolution R19625 (vacation of Basswood Drive, unanimous).
  • Deferred: Resolution R21025 (flock camera subscription) to the November 25, 2025 council meeting.
  • Deferred: Resolution R20825 (2025 transit plan) to a future council meeting (likely December 9, 2025, if BPC review occurs), without recommendation.
  • Adjourned: Motion carried.
