And I think everyone on the Zoom, I think is uh related to that particular item.

2:35

And then I will turn over the meeting to uh Elder Ledosa, and he will introduce item B for the potential for rural bike tours, and then we'll finish up on item C within farmland preservation and comprehensive plan.

2:52

Um, just some discussion items um for us to work through.

2:56

Okay, great.

3:28

And then I I believe we'll have um some people online if they would be better to answer any questions or comments than I might be.

3:39

I think what I so what is before you this evening is a certified survey map that is going to take three parcels, all the parcels are zoned uh AX.

3:53

Uh, and all of the existing land use is agriculture.

3:57

And the reason to create the CSM out of the three agricultural parcels is to allow the construction of a DOC facility for juveniles.

4:11

The site of Butts Highway 14 and County M on County M.

4:17

And let's see, the main building will be one building that will be approximately 120,000 square feet in floor area, um, mostly one story that would be uh supportive house supportive spaces and housing for up to 32 males and eight juveniles.

4:36

The facilities would have food service, health services, education, counseling, vocational training.

4:42

There's a bit more details in your packet.

Unassigned speaker

4:47

What I will do, and once again, um apologize because uh this item uh came to Plan Commission as a conditional use permit and an architectural design review a couple months ago.

Summary of Proceedings

Fitchburg Agricultural & Rural Affairs Committee Meeting – November 18, 2025

The Agricultural and Rural Affairs Committee convened on November 18, 2025, to discuss a certified survey map for a Department of Corrections juvenile facility, explore potential rural bike tours, and engage in an extended discussion on farmland preservation and comprehensive planning.

Consent Calendar

  • Approved the minutes from the October 21, 2025 meeting by voice vote (all in favor, no opposition).

Public Comments & Testimony

  • No public comments were made on non-agenda items.

Discussion Items

  • Certified Survey Map (CS-2620-25) – Wisconsin Department of Corrections: Staff planner Deanna presented a request by Lee Strait (agent for DOC) to combine three zoned AX parcels into one lot for constructing a 120,000-square-foot juvenile facility (up to 32 males and 8 juveniles) adjacent to 4986 County Highway MM. The site includes support spaces, food service, health services, education, and vocational training. The applicant requested a waiver to exclude other DOC-owned parcels (separated by railroad tracks) from the CSM, with a condition to return within 24 months to address remaining landlocked parcels. Staff recommended approval with eight conditions, including the 24-month follow-up. Fire department access was confirmed acceptable. Discussion covered the landlocked parcel history (likely created by Highway 14 widening) and the waiver's justification due to state timing constraints.
  • Potential for Rural Bike Tours: Staff member Mike introduced a proposal from the Bike and Pedestrian Commission to collaborate on bike tours highlighting the city's agricultural and rural areas, with stops at farms and landmarks (e.g., Strickler Solar farm offered as a potential stop). Committee members noted successful tours 10+ years ago (led by a person named Wade) and expressed interest in reviving the concept. Planning would occur over winter for a spring/summer event. Adam volunteered as a liaison. No formal action taken; discussion only.
  • Farmland Preservation and Comprehensive Planning: Deanna led a detailed discussion on the upcoming comprehensive plan update (RFP to be issued after holidays) and the city's farmland preservation framework. Key points included: the 75-acre average annual limit on new urban development; the 2022 farmland preservation map updated last month; the role of AX zoning (farmland preservation) and AT zoning (non-preservation); state-mandated limits on non-farm residences (one non-farm dwelling per 20 acres of farm base, max four per base farm); and Fitchburg's base farm map (created in 1979, unchanged). The committee discussed the decline of dairy farms (from 50+ to three or four) and pressure for smaller
