I

Speaker 4

1:22

call to order the meeting of the Finance Committee on November 25th, 2025 at 5 33 p.m.

1:28

First item of business is the approval of minutes.

1:29

I'll need a motion on the draft minutes of the October 11, 2025 finance committee meeting.

Speaker 5

1:34

I'll move to approve the minutes.

Speaker 4

1:36

Motion approved by Alder LaDessay.

1:38

Any comments or questions?

1:40

Seeing none, all in favor of accepting the minutes, say aye.

Speaker 6

1:43

Aye.

Speaker 4

1:44

Aye.

1:44

Motion carries unanimously.

1:46

Moving on to item three, public appearances for non-agenda items.

1:50

We have nobody in chambers or online.

Unassigned speaker

1:52

So

Speaker 4

1:52

we can move on to item four, finance director report, and I believe our administrator is filling in in our finance director's absence.

Speaker 6

1:58

I am.

1:59

Good evening, everyone.

2:00

We had a uh previous discussion in advance of the meeting that I am not necessarily a very sound substitute for our finance director.

2:07

Uh, but I am what you have available this evening.

2:10

So I will start off uh just by uh sharing some brief information.

2:15

Uh Misty had mentioned to me that uh she had been begun to receive all of the taxing jurisdictions information uh in advance of the tax uh property tax bills that'll be going out next month.

2:27

Uh so she's uh compiled the preliminary numbers.

2:31

They do uh still need to be uh verified uh with Dane County yet, obviously before the tax bills go out, but uh preliminarily I will share uh what we are looking at at this point in time, and I will also share this information during the administrator's report at the common council meeting.

2:48

Uh but I'm gonna start and end uh this information by saying the city portion of the tax bill uh increased $83 or 3.1%.

3:00

And the overall estimated tax and impact for an average single family home in Fitchburg based on school district is as follows.

3:10

The uh Madison Metropolitan School District is uh a nine hundred and eighty-eight dollar increase.

3:18

The Oregon School District is looking at a two hundred and sixty-seven dollar increase.

3:25

And the Verona area school district is looking at a four hundred and sixty-five dollar increase.

3:31

And I will also reiterate that the dollar amount that this common council has uh influence and control over was an eighty-three dollar increase out of those totals that I just provided to you.

3:46

So uh obviously, as I mentioned, Misty's in the process of verifying information with Dane County, but we do believe that those are uh fairly uh accurate preliminary numbers at this point in

Speaker 4

3:56

time.

3:57

So that's inclusive of Dane County.

3:59

Yep,

Speaker 6

3:59

that's inclusive.

4:00

And METC taxing jurisdictions, exactly.

4:03

So and just for for reference, uh in this information, uh Dane County's increase was about $49 or 3.9% in MATC's increase was seven dollars or two point about two point two percent.

Speaker 4

4:24

Very interesting.

Unassigned speaker

4:26

And

Speaker 6

4:27

then, of course, there are the lottery credits and first dollar and um state school tax credits are all calculated into this number as well that I just gave

Unassigned speaker

4:36

you.

Speaker 7

4:38

And then uh does this include like is this representative of the dollar amount that somebody would write on a check or the leg is trash pickup factored in here?

Speaker 6

4:49

Uh yes, the numbers that I gave uh to you uh I believe do include the recycling and refuse uh charges.

Unassigned speaker

4:57

Okay, and that was that was what, three or four bucks.

Speaker 6

5:00

Yeah, it's not a significant increase on the refuse and recycling.

Fitchburg Finance Committee Meeting - November 25, 2025

The Finance Committee of the Fitchburg Common Council met on November 25, 2025, at 5:33 PM. The meeting included a preliminary property tax report, budget amendments, a discussion on the Flock camera subscription renewal, and multiple purchases for the new police services facility. All actions taken to a vote were unanimous.

Consent Calendar

  • The draft minutes of the October 11, 2025, Finance Committee meeting were approved unanimously.

Public Comments & Testimony

  • No members of the public appeared for non-agenda items.

Discussion Items

  • Finance Director's Report: The city administrator presented preliminary 2025 property tax numbers. The city portion of the tax bill increased by $83 (3.1%) for an average single-family home. The overall estimated tax impact, including refuse charges, was reported as $988 for the Madison Metropolitan School District, $267 for the Oregon School District, and $465 for the Verona Area School District. Dane County's increase was $49 (3.9%) and MATC's increase was $7 (2.2%).
  • Review of Bills: The committee reviewed checks totaling $898,294.46 and P-Card transactions totaling $224,180.90. Alder Bill asked for clarification on police canine unit expenses, specifically a Kaiser Ford service and dental care costs, prompting discussion on whether such costs were covered by a donation account.
  • Library Utility Budget Amendment (R-225-25): Library Director Wendy reported the utility budget was overspent due to the new chiller and solar array not meeting efficiency goals. The committee approved moving $35,000 from other accounts to cover the shortfall.
  • Flock Safety Camera Subscription (R-210-25): Tim presented a request to renew the license plate reader camera subscription at the recycling drop-off site for three years at a total of $9,000. Alder Micah questioned whether a standard camera could serve the same purpose. The city administrator noted that standard cameras only captured plates about 10% of the time, while the Flock camera is highly reliable. The committee voted to refer the resolution to the full common council without a recommendation.
  • Police Services Facility Purchases: The committee approved a $527,765 purchase for evidence storage and lockers (R-219-25), noting it was $50,000 under budget. The committee also approved a $96,000 contract with Baker Tilly (R-224-25) to pursue IRA tax credits estimated at $530,000 for the facility's energy-efficient features. Alder Micah raised concerns about the timing of solar tax credits, and the administrator indicated the commercial side has a longer window.
  • Administrator Employment Agreement Amendment (R-1-25): HR Director Sarah presented an amendment to allow the mayor discretion to provide merit increases above the standard 2% cap for the city administrator, making the contract mirror the city attorney's. The current salary is $174,000.

Key Outcomes

  • Resolutions Approved Unanimously: R-225-25 (Library Fund Budget), R-214-25 (Rec Dept Office Furnishings), R-219-25 (Police Facility Lockers), R-221-25 (Mims Lawsuit Legal Defense), R-224-25 (Baker Tilly IRA Consulting), and R-1-25 (Admin Contract Amendment).
  • Resolution Referred: R-210-25 (Flock Safety) was referred to the full common council without a recommendation.
  • Next Steps: The meeting adjourned at 6:15 PM. The next Finance Committee meeting is scheduled for December 9, 2025.
