Community Equity Advisory Committee Meeting Summary – January 28, 2026

The Community Equity Advisory Committee of Fitchburg, Wisconsin, held its regular meeting on January 28, 2026, at 6:00 PM. The meeting was chaired by Christopher Pigaro and included staff contact Sarah Olson. The committee approved previous minutes, welcomed a new member, reviewed several ongoing city plans, and discussed potential programming for the newly named Hostahochi Park.

Consent Calendar

  • Approval of Minutes (December 15, 2025): A motion to approve the minutes was made, seconded, and passed unanimously without discussion.

Public Comments & Testimony

  • No public appearances were made for non-agenda items.

Discussion Items

  • Welcome of New Member: Chase Zimmerman introduced himself as a new Fitchburg resident with a finance and management background and a passion for community service. Other committee members introduced themselves and shared their backgrounds and roles.

  • Review of 2026 City Plans: Staff contact Sarah Olson presented a list of six city plans currently in development:

    • Comprehensive Plan (Growing Fitchburg 2030): Updating the 2009 plan, guided by Deanna Schmidt. Early stages with community outreach planned over the next couple of years.
    • Housing Plan: Led by Mike Zimmerman, Laureen Gage, and Joyce Fry, focusing on affordable housing. A community survey has been conducted.
    • City in Motion Plan: An update by Mike Zimmerman covering sports, arts, culture, and transit improvements.
    • Healthy Neighborhood Strategic Plan: Led by Jessica Wolf, focusing on housing, infrastructure, and community engagement in priority neighborhoods.
    • Five-Year Strategic Plan: On hold due to concerns about insufficient community outreach. Staff contact Adam Sayre. A previous version was presented to an earlier ad hoc equity committee.
    • Communications Plan: Led by Jeremy Crosby, documenting internal/external communications and brand consistency.

The committee discussed the need to prioritize these plans based on timing and equity impact. Members expressed interest in the Communications Plan (Chase Zimmerman) and the Housing Plan (Christopher Pigaro). A proposal was made to form small subgroups to conduct deep dives, and to develop a list of equity considerations for city leadership to use early in the planning process. Christopher Pigaro suggested a subgroup to create a racial equity toolkit, possibly drawing from GARE (Government Alliance on Race and Equity). Donald Dassler clarified that closed sessions are generally not applicable and that subgroups of three or fewer can meet without public notice. The committee agreed to request a timeline of plan milestones from staff.

  • Hostahochi Park and Community Center Programming: Christopher Pigaro announced that the park was officially named Hostahochi in partnership with the Ho Chunk Nation. With no budget or staffing for programming currently, the committee brainstormed ideas:

    • Janice Hughes suggested health and wellness services (e.g., visiting nurses), cultural celebrations, back-to-school events, and tutoring partnerships with organizations like 100 Black Men.
    • Chase Zimmerman proposed pop-up library resources from the Fitchburg Library.
    • Colleen Butler suggested partnering with community health workers and noting the park's pump track for biking groups.
    • Christopher Pigaro emphasized the opportunity for culturally appropriate programming with the Ho Chunk Nation and noted the site's proximity to a senior living complex. A subgroup (Chris, Janice, Colleen) will develop detailed programming suggestions.

Key Outcomes

  • Minutes Approved: The December 15, 2025, minutes were approved.
  • Action Items:
    • Sarah Olson will provide a timeline of city plan milestones for committee prioritization.
    • A subgroup (Christopher Pigaro, Janice Hughes, Colleen Butler) will work on a racial equity toolkit and list of equity considerations for early planning.
    • A subgroup (Christopher Pigaro, Janice Hughes, Colleen Butler) will explore programming ideas for Hostahochi Park and Community Center.
  • Future Meeting: The chair will explore holding the next meeting at Hostahochi Park, contingent on scheduling with FACTV.
  • Adjournment: The meeting was adjourned at approximately 7:00 PM.
