Speaker 6

2:12

Good evening.

2:13

A couple follow-up items from our last meeting on January 26 2026.

2:21

I'll start off with Fitch Rona Road.

2:23

Uh board member Wilburne had asked about the the bus routes for that project for when Fitcherona goes under construction.

2:31

And Ross has been in contact with the Verona School District.

2:37

They told each other we'd touch base with them as we got closer to construction, kind of had more concrete dates.

2:45

So they are aware of the project.

2:54

And then our water tower D.

2:56

We don't have a firm date yet from the contractor on when uh they will start erecting the actual water tower.

3:04

Um however at our last meeting, they thought maybe mid-February to the end of February.

3:12

Uh the contractors waiting to get a much larger crane uh to do some of the the lifting of the the welding sections, and then they will be X-raying all of the welds approximately uh a week before the lift.

3:25

So we we should have uh a bit of a warning before the the it starts going up.

3:31

So I can let everyone know when once that's anticipated.

3:35

If you guys want to go out and take a look.

3:39

And then the the third follow-up item was just the the board had questioned that six dollar line item total that the Fisher Excavating Incorporated listed for the rock excavation for the uh sciene interceptor project.

3:56

And the three other contractors total costs range from 43,800 to 84,000 for that line item.

4:06

So I I discussed that with Tracy, and she said they lowball that item uh frequently.

4:11

Um, you know, the rock is on the project though.

4:15

She doesn't have any concerns with that.

4:17

Uh geotechnical reports were included in the bid advertisement and profit Fisher provided the bid, and they have to honor that that cost.

4:26

So there is no concern.

Fitchburg Board of Public Works Meeting - February 2, 2026

The Board of Public Works met on Monday, February 2, 2026 at 6:00 PM in the Francis Huntley Cooper Council Chamber. The meeting covered departmental updates, approval of minutes, and three resolutions regarding water quality coalition membership, a plat restriction amendment for a BRT facility, and a monitoring station agreement.

Consent Calendar

  • Approval of January 26, 2026 Meeting Minutes: Motion approved unanimously.

Public Comments & Testimony

  • No public appearances were made for non-agenda items.

Discussion Items

  • Director of Public Works Report – Tim Volker provided follow-up on items from the January 26 meeting:
    • Fitchrona Road Project: Ross contacted the Verona School District regarding bus routes during construction; the district is aware and will coordinate closer to construction.
    • Water Tower D: The contractor awaits a larger crane; welding sections will be X-rayed about a week before lifting. Erection expected mid- to late-February, weather permitting.
    • Rock Excavation Bid – Science Interceptor Project: Fisher Excavating Incorporated bid $0.01 for the rock excavation line item, while the other three contractors bid $43,800 to $84,000. The city’s engineer confirmed Fisher low-balls that item and must honor the price; geotechnical reports were provided.
    • McKee Fountain Repair: History of repairs (impellers in 2024, motor replacement in 2025). A short in the wire was discovered; new wire installed. Functionality will be confirmed when the fountain is reinstalled in April/May.
    • Project Updates: 2026 street resurfacing to be advertised February 13, bid opening end of month. Fitchrona Road/Goose Lake Stormwater Project (culvert installation) to be advertised in March. Delmar neighborhood paving expected September–October after water main and stormwater improvements.
  • Resolution R-3226 – Joining the Renew Blue Council: A resolution to join a coalition focused on improving water quality in the Yahara Lakes. Annual cost $2,000 from the stormwater utility fund. Discussion included skepticism about direct benefits versus existing city practices (leaf pickup, street sweeping, basin maintenance). Board members expressed willingness to try for one year, with Ben Schulte (principal environmental engineer) attending. Vote passed 3–1.
  • Resolution R-3826 – Amending Plat Restriction for Mickelson Woods: Authorizes legal action to remove a deed restriction to allow Madison Metro to construct a BRT station, electric charging station, restroom, and a 10-foot multi-use path along Triverton Pike. The original donor died in 2012 with no heirs. The restroom is for driver use only; the path would connect to existing sidewalk. Three trees would be removed and replanted. Funding through an 80–20 federal grant; city responsible for local match. Discussion included potential for future signalization and a B‑cycle station. Motion carried.
  • Resolution R-2626 – USGS Swan Creek Monitoring Station Agreement: Accepts a cost-sharing agreement for operation of the monitoring station. Costs: USGS $5,250, Town of Dunn $2,208.16, City of Fitchburg $19,541.84 plus testing ($8,000–$12,000/year), total budget $30,000. Data since 2021 shows total suspended solids correlated with large precipitation events. Some board members questioned the ongoing value and requested more actionable use of the data. Staff noted the station helps set baseline for land use policies. Motion carried.

Key Outcomes

  • Resolution R-3226 approved (3–1) to join the Renew Blue Council.
  • Resolution R-3826 approved to amend plat restriction for BRT facilities.
  • Resolution R-2626 approved to continue the USGS Swan Creek monitoring station agreement.
  • Next meeting: Monday, February 16, 2026.
  • Adjournment: 6:23 PM.
