I

Speaker 4

1:03

call to order the meeting of the Finance Committee on June 23rd, 2026 at 533 p.m.

1:08

The first sign of business is the approval of minutes.

1:10

I'll need a motion on the draft minutes of the June 9th, 2026 finance meeting.

1:14

I move approval.

1:15

Motion to approve by Alder Jetzer.

1:17

Uh comments or questions?

Speaker 5

1:18

None.

Speaker 4

1:19

All in favor of the minutes say aye.

1:21

Aye.

1:22

Aye.

1:22

Motion carries.

1:24

Next is public appearances for non-agenda items.

1:26

We don't have anyone for non-agenda items here.

1:29

Uh so we'll move on to item four finance director report.

1:33

Misty.

Speaker 6

1:33

Thank you.

1:34

Uh so first I have a report back from the last meeting.

1:37

Uh so you had asked why uh the storm or what stormwater fixed asset projects caused the loss.

1:43

Um so the response from the accounting manager is that the biggest driver of the loss was the Sying Road project.

1:49

That was a multi-year project and fully closed last year.

1:53

In 2024, they did not close any projects.

1:56

And in 2025, they closed 2.1 million in projects, the bulk bulk of which was Saiyin Road at 1.7 million.

2:03

So that's kind of what that difference was

Unassigned speaker

2:05

there.

Speaker 6

2:06

Other things to talk about?

2:07

It's a busy week of finance committee meetings.

2:10

So last night we had our CIP hearings.

2:12

Thank you both for uh being in attendance at those.

2:15

Uh remind you that amendments are due July 6th, uh, using that electronic form.

2:20

And if you need or would like any assistance as you're putting them together, feel free to reach out.

2:24

We're happy to help however we

Unassigned speaker

2:26

can.

Speaker 6

2:27

And then tomorrow afternoon, we have the joint review board meeting.

2:31

They're gonna be doing two things, three things really.

2:35

Uh so first they're going to do the TID 17 amendment.

2:38

So council approved it.

2:40

Joint review did their kind of preliminary meeting, but they have one final meeting tomorrow where they'll do the official approval of that TID 17 amendment.

2:49

They're also a resolution on there to get permission for the increased cost for bus rapid transit in the half mile within TID 10 that we talked about with that budget amendment resolution a couple meetings ago.

3:01

And then it's also uh gonna be the TID annual report meeting.

3:06

So we're required to have that every year since we're getting the band together anyways.

3:09

We figured we'd also do the TID annual reports at that meeting.

Unassigned speaker

3:13

Uh

Speaker 6

3:13

those are all available out on the website.

Summary of Proceedings

Fitchburg Finance Committee Meeting - June 23, 2026

The Finance Committee of the City of Fitchburg convened on June 23, 2026, at 5:33 PM and adjourned at 6:06 PM. The meeting covered the finance director's report, a review of bills, and a series of action items including property sales, infrastructure contracts, and planning services.

Public Comments & Testimony

  • Melissa Ross of Ross Family Rentals LLC addressed the committee regarding the remnant parcel sale, stating the land is vital for the complete redevelopment of 2917 Fish Hatchery Road and expressed full support for the transaction.

Finance Director Report

  • Finance Director Misty reported the loss in stormwater fixed assets was primarily driven by the closing of the multi-year Saiyin Road project ($1.7 million).
  • CIP amendments are due by July 6th via an electronic form.
  • The Joint Review Board meeting on June 24th will handle the official TID 17 amendment, budget approval for Bus Rapid Transit costs in TID 10, and the TID annual reports.
  • The go-live date for the UKG payroll software system has been intentionally delayed by one month to ensure system accuracy and that employees are paid correctly and on time.

Review of Bills

  • The committee reviewed checks over $10,000 ($235,039.66), issued checks ($396,947.85), and PCAR transactions ($266,323.76).
  • Alder Bill inquired about PCAR charges from the psychology center; staff clarified these charges are for pre-employment psychological evaluations and annual wellness checks for police officers.

Discussion Items

  • Sale of Remnant Parcel (R11726): Staff presented the sale of a 0.174-acre city-owned parcel to Ross Family Rentals LLC for $1.00 to facilitate a new commercial building anchoring the corner at O'Shallow Drive and Fish Hatchery Road. Staff stated the parcel has no other viable use for the city.
  • Athletic Court Renovations (R12626): Staff presented the bid acceptance for resurfacing the Swan Creek and Wildwood South courts, including a full fiberglass covering. Staff noted the recommendation comes from a state-renowned court designer and is intended to prevent cracking in the asphalt, which is particularly beneficial for pickleball, and is expected to extend the resurfacing cycle beyond 10-12 years.
  • Subdivision Improvements (R13226): Staff presented the second amendment for the Sub Zero Group agreement to resurface an additional portion of Basswood Drive to avoid unnecessary pavement joints, with the city reimbursing actual costs.
  • Sidewalk Contract (R13626): Staff presented the acceptance of Duluth Concrete LLC's low bid for the 2026 sidewalk project, funded by higher-than-projected special assessment revenue requiring a two-thirds budget amendment.
  • Comp Plan & Zoning Code Update (R13826): Staff presented the contract with Houseal & Levine to update the comprehensive plan, zoning ordinance, and subdivision ordinance. The goal is to consolidate two existing zoning codes into a single, simpler form-based code.
  • Southeast Development Facilitation (R13926): Staff presented a shared-cost agreement with the Capital Area Regional Planning Commission (CARPC) to facilitate intergovernmental discussions with the Village of Oregon regarding Southeast Fitchburg.
  • Whalen Road Paved Shoulders (R14226): Staff presented the acceptance of Payne and Dolan Inc.'s bid for the long-planned 1.2-mile paved shoulders project, ideally aiming for completion before the Wisconsin Iron Man race.

Key Outcomes

  • Approved Unanimously: R11726 (Parcel Sale to Ross Family Rentals), R12626 (Athletic Court Renovations), R13226 (Sub Zero Subdivision Agreement), R13626 (Sidewalk Contract with Duluth Concrete), R13826 (Comp Plan/Zoning Contract with Houseal & Levine), R13926 (CARPC Facilitation Contract), R14226 (Whalen Road Paved Shoulders Contract with Payne and Dolan).
  • Referred to Council (Without Recommendation): R11826 and R12026 (related to the Ellers project) were referred to the full City Council for action later that evening.
  • Next Meeting: July 28, 2026. The regular July 14 meeting is canceled.
