1:52

Um Beaver Dam was one of the first uh senior centers recreation departments to merge that I was aware of um, you know, within our bigger, larger community.

2:03

And so um we had a conversation way back when uh when I first uh took over the position, and uh but it's good to sort of you know, now that we're in it a little bit is to have Janna share her experience of what that looked like um with that merger and um I I gave her some some questions to think about, you know, the pros and the cons and everything, but welcome all of your questions to her today.

2:27

So just gathering information as we move through this, and I invited Dave and Chad to listen in as well, and then afterwards um Chad's gonna be talking about the rec department, and then thank you for zooming in.

2:39

He's out of town.

2:40

So um so yeah, so you've got the floor, Jana.

Speaker 4

2:45

All right, thanks a lot.

2:47

Um, so I'm Janice Stevens.

2:49

I am the recreation director for the city of Beaver Dam.

2:52

Um I have worked for the city of Beaver Dam twice during my career.

2:57

Um, I was hired as the senior center director for the city in 1996.

3:04

Uh my husband and I moved here.

3:06

We were living in Madison at the

3:08

time.

Speaker 4

3:08

Um, moved here for that position, and my husband was working on a second degree to be a teacher.

3:16

So um the location worked out well, and we weren't sure if we were going to stay in Beaver Dam for

long,

Speaker 4

3:22

um, depending on what happened with his career uh path, um, or if we would be here for a long time.

3:30

But um here we are, 30 years later.

3:32

Um, my husband is a teacher at the high school in Beaver Dam.

3:36

And um, as I said, I was hired as the senior center director in 96.

3:40

I worked in that position for three years, um 96 to 99, and then um I was hired as the parks and recreation director for the city of Beaverdam.

3:52

And um, I should mention that I do have um a um uh bachelor's degree in psychology.

4:00

I was planning on um pursuing a uh a master's degree or higher in that field, but then um when I was in college, I started working for the Monroe Park and Rec department and was uh and enjoyed it so much that I ended

up

Speaker 4

um changing my career path and got a master's degree in parks and recreation management.

4:22

So that's what brought me into the field in general.

4:26

And in Monroe, I was um had the opportunity to work with uh recreation department programs as well as senior center uh programs.

4:36

Uh

the

Summary of Proceedings

Overview

This meeting was convened to gather input on the potential merger of the Fitchburg Senior Center and Recreation Department. The agenda included presentations from Janice Stevens (Recreation Director, City of Beaver Dam) on her city's merger experience and from Chad (Fitchburg Recreation Department) on current recreation operations and responsibilities.

Consent Calendar

  • Approved the meeting agenda as presented (motion made, seconded, and carried unanimously).

Discussion Items

Presentation by Janice Stevens (Beaver Dam)

  • Janice Stevens detailed Beaver Dam's merger journey, which began in 2007 when the senior center and recreation department were combined into a single “Community Activities and Services” department, later renamed the Recreation Department.
  • Key challenges included merging two separate cultures, consolidating policies and procedures, and addressing senior concerns about losing dedicated space.
  • Successes included moving to a new community center (“The Watermark”) in 2016, adopting a unified fee structure, and creating a single program guide for all ages.
  • Stevens emphasized that the merger improved efficiency and inclusivity, but noted ongoing challenges with staffing levels (Beaver Dam has a population of ~16,000; Fitchburg is ~37,000).
  • During Q&A, Stevens advised keeping changes incremental, using existing software (ActiveNet) for registrations, and maintaining a senior advisory committee while integrating services.

Presentation by Chad (Fitchburg Recreation Department)

  • Chad outlined the Fitchburg Recreation Department’s current operations, including:
    • Programming: 200–250 programs per year for ages 4 through adults, including youth sports, enrichment camps, fitness classes, and pickleball.
    • Reservations: Management of 11 park shelters (400+ reservations to date in 2026), athletic facilities, and the community center.
    • Staffing: Two full-time staff (Chad and Evelyn) and eight seasonal employees in summer.
    • Marketing: Use of seasonal program guides, Facebook, and QR codes for online access.
  • Chad noted the department offers a scholarship program to remove financial barriers and relies on independent contractors for specialized programs.
  • He described typical daily tasks as split between program logistics, reservation processing, and office management.

Joint Discussion

  • Council members and staff explored potential integration points, such as merging program guides, aligning fees, and standardizing software (ActiveNet vs. other platforms).
  • Concerns were raised about staffing capacity, with both the senior center and recreation department currently operating with limited personnel.

Key Outcomes

  • No formal votes or decisions were made; the meeting was purely informational.
  • Next steps will involve continued internal discussions and further outreach to stakeholders (e.g., travel club and Friends of the Senior Center).
  • Announcements included: a Friends of the Senior Center donation of nearly $400, an upcoming lunch event on August 21, and a travel club party on September 3 to gather participant feedback.
