Folsom City Council Special and Regular Meeting - June 23, 2021
The Folsom City Council held a special meeting at 5:30 PM (closed session) followed by a regular meeting at 6:30 PM on June 23, 2021, in City Council Chambers. The council adopted several resolutions, approved land development projects, and heard public comments on parks, road safety, and community initiatives. All votes were unanimous (5-0) unless noted.

- Approved items 3-9 and 11 en bloc: June 8, 2021 meeting minutes; Ordinance No. 1314 (Dignity Health development agreement, second reading); Resolutions on legislative platform, governance manual, fireworks display authorization, appropriations limit, Dropcountr service agreement, and all-way stop sign control at Mangini Parkway and Westwood Drive.
- Item 10 (Resolution No. 10654 rejecting all bids for lease at 405 Natoma Station Drive) was pulled by public speaker Jennifer Lane, discussed, and then approved unanimously.
Public Comments & Testimony
- Parks Make Life Better Month (Item 2): Sharon Kindle, a nature activist and member of "Ernie's Army," celebrated the proclamation and urged the city to hire a full-time volunteer coordinator for the Parks Department, citing efficiency and joy from volunteerism. Fred Kindle spoke in support of parks and described planned nature programs at Hinkle Creek Nature Area.
- Item 10 (405 Natoma Station Drive): Jennifer Lane spoke on behalf of late Councilmember Ernie Sheldon, suggesting the city move arts and cultural services to the building at Ernie Sheldon Park to expand the senior center. She noted the building and park are now paid off.
- Item 12 (Local Road Safety Plan): Two written comments read into record:
- Larry Moore, a retired Caltrans civil engineer and Folsom resident, recommended placing most LRSP projects on hold except critical safety needs, and reassessing to incorporate active transportation vision from updated pedestrian/bicycle plans.
- Rebecca Bolin, on behalf of La Calina del Lago Owners Association, raised concerns: the LRSP methodology favors low-traffic residential streets, overidentifying them as high-risk while overlooking high-volume severe collision locations. She questioned the plan's comprehensiveness, transparency, and cost of a median vs. a traffic signal on East Natoma.

Proclamations

Item 12 - Local Road Safety Plan (Resolution No. 10628)
- Mark Rackovan, Engineering Manager, presented. The LRSP is a Caltrans-mandated, data-driven document focusing on fatal and severe injury collisions. The city received a $72,000 grant to develop it and already won $2 million in HSIP funding for three projects. The LRSP is narrowly focused; staff plans to develop a broader citywide traffic safety policy later. Council discussion with Rackovan covered collision statistics (50% of collisions occur at night), the role of roundabouts, biennial updates, and public outreach methods. The resolution was approved unanimously.

Item 13 - Water Revenue Refunding Bonds, Series 2021 (Joint Council-PFA Meeting)
- Stacey Tamani, CFO, presented. The Authority will refund outstanding 2013 bonds ($8.9 million) with new bonds up to $9.2 million at a private placement rate of 1.757% from Key Bank, resulting in annual savings of $46,000 (6% net present value savings). The term is unchanged (2033). Both resolutions (Council and PFA) were adopted unanimously.

Item 14 - Mangini Ranch Phase 3 (Resolution No. 10653)
- Presented by Kathy Pease. Creates 14 large lots and 260 residential units via two vesting tentative maps, plus minor boundary modifications and transfer of 25 dwelling units. No specific development proposed yet; design review required later. Approved unanimously.

Items 15 & 16 - Mangini Ranch Phase 1C North and 1C 4-Pack (Resolutions No. 10655 and 10658)

Discussion: Councilmember Aquino requested single-story options for downsizing; Councilmember Chalamcherla urged builders to install water-use monitoring technology (e.g., Flume devices) as a standard feature to address drought. Both projects approved unanimously.

Okay, do we have any agenda updates? Mr. Mayor, you do have two agenda updates this evening. Um on item number four on your consent calendar. You have um additional information and an amendment that has been provided to the council and is available to the public at the back table. And staff is requesting that items number 15 and 16 on your public hearing calendar be discussed together. Excellent. Okay. Um business from the floor. You have no request to speak under business from the floor this evening. Okay, fantastic. So scheduled presentations up first. We have two of them. I'm gonna do the first one, and um the vice mayor is gonna grab the second one. Okay, as the mayor's walking down, your first um item this evening is a proclamation of the mayor of the city of Folsom proclaiming July 2nd to 4th as Western Rodeo Days in the City of Folsom. So I'm gonna apologize for being completely inappropriately dressed to make this presentation. I have all the stuff, and I just didn't wear it tonight. Okay, this is a proclamation of the mayor of the city of Folsom proclaiming July 2nd through July 4th, 2021 as Western Rodeo Days in the City of Folsom. Um, the City of Folsom proudly recognizes Folsom's Western heritage and acknowledges the benefits of preserving the traditions and customs of the city's history. And the annual Folsom Pro Rodeo is a cornerstone of Folsom's link to its colorful past and is thoroughly enjoyed by residents and visitors alike. This year's event to be held July 2nd through 4th at the Dan Russell Arena marks the 60th anniversary of the Folsom Pro Rodeo and marks it as one of the longest running events in Northern California. Rodeo Park is named for the Folsom Pro Rodeo ambassadors, Jim Digger and Sharon Williams, in honor of their long service to our community and to recognize them as legends of the rodeo for their many contributions to the Folsom Pro Rodeo. The 60th anniversary event highlights include traditional rodeo events such as bear as saddle and bareback bronx bronch riding, steer wrestling, team roping, barrel racing, bull riding, a performance by the painted ladies drill team who happen to be here, the flying cowboys, rodeo clowns, nightly fireworks, mutton busting, which is absolutely the highlight of the rodeo, and live music in the Golden Spike Saloon. In honor of the traditional patriotic theme, the Folsom Pro Rodeo will celebrate with the ever popular In Arena Spectacular Fireworks. And celebrating the 60th anniversary of the Folsom Pro Rodeo involves the assistance of hundreds of volunteers and a tremendous amount of community support. Now, therefore, I, Mayor Michael D. Kozlowski of the City of Folsom, do hereby proclaim July 2nd, 3rd, and 4th, 2021 as Western Rodeo Days in Folsom, and call upon all citizens to cowboy up and join in the festivities celebrating the 60th anniversary of the Folsom Pro Rodeo. Um, and be it further proclaimed that the city Folsom City Council extends sincere best wishes, wishes to the Chamber of Commerce for a successful rodeo season proclaimed this 22nd day of June 2021. So it's a privilege and an honor to be here tonight on behalf of the Folsom Chamber of Commerce and all the many people, volunteers, staff, leaders, city partners who contribute to the ability to bring this event for the 60th year anniversary, a huge accomplishment. I want to do a special shout out to our legends, Sharon Williams, Joe Guernsey, and Pam Christensen are all being honored this year as legends of the rodeo to take a closer look at all the hours and energy they put in to making this such a memorable event for so many families in our community. So we're very grateful to you for all you've done. And it you're synonymous with rodeo, hence the legend. So thank you both and Sharon, Queen of the Rodeo. And then a special shout out as well to our 2021 Grand Marshals, the Painted Ladies who are here in their beautiful costumes, incredible skill, and really a crowd favorite, and their support and their energy and beauty really adds to this event.
