The Folsom City Council held a special meeting at 5:30 PM for a closed session evaluation of the City Manager, followed by the regular meeting at 6:30 PM on July 27, 2021. The regular meeting included presentations, consent calendar approvals, public hearings, and discussions on drought response, solid waste rate increases, the transition to district-based elections, and a proclamation of local emergency due to extreme fire danger. Key votes included authorizing a Proposition 218 notice for solid waste rate adjustments, adopting a resolution of intent to transition to district elections, and declaring a fire emergency.

Madam Deputy Clerk, do we have any agenda updates for tonight? There's one agenda update for item number five resolution authorizing the city manager to execute an agreement with Casgiano General Engineering Inc. for the construction of the water system rehabilitation project number two and appropriation of funds. And it's been distributed to City Council and is on the back table for the public. Okay, very good. Thank you. All right. Um first up is business from the floor. We have a number of people that would like to speak this evening. Um, just in the interest of uh, you know, keeping um tradition. Um, what we do is this is an opportunity for you to speak on items that are not on the agenda. Um, so topics other than what we have agendized for this evening, and each speaker will have three minutes. Um, I am not gonna use a hook to pull you off, but please conclude your comments succinctly once you reach that limit. And Mayor Kozlowski, um, we have had a request from um um some members of the public that it's hard to hear us and might be the masks, I'm not sure, but if we could all focus on speaking more loudly into the microphone. Excellent. Okay, very good. Um, so will you please call the first speaker? First speaker is Mary Ann Salinovich, followed by John Ingram. Come on to the podium. Thank you. Um my first item that I would like to speak about is the C click fix app that the city um uses and residents use to report items that need to be fixed. And my issue with it, I I'm on it all the time, is that there's one person who writes his name as Mr. Anonymous. He posts three to four times a day, every day, the same issues over and over and over again. Um, he does this daily, photographing homeless paraphernalia in an effort to shame and cause the city to act. He also displays pictures of cars, motor homes, and shopping carts under different different topics, like he will post a picture of the shopping cart and say that this is a uh an abandoned vehicle. There's very many things you can put it under.
