Tonight we're uh pleased to be part of a very heartwarming and well-deserved um honoring of the veterans and all the veterans' organizations in our community.

My number was, as a matter of fact, the lottery came out while I was at officers training school in uh uh Latin Air Force Base in 1969.

They uh told me I had to be a pilot or a navigator.

I do have one hell of a war story.

And that's and that's my uh my dubious distinction is I was the last person to go out of a B-52 in the Vietnam conflict.

And you say uh bail out, yes, bail out because my ejection seat didn't work.

And I had to jump out a hole and ended up in the water, and through through luck, no help of my own.

I was in Vietnam from um, I didn't get over until 72.

Item 12 – Folsom Ranch Financing Authority: CFD No. 20 (Russell Ranch) Special Tax Revenue Bonds, Series 2022

  • CFO Stacey Tamani presented the issuance of up to $15 million in bonds to finance public improvements for Russell Ranch. Property appraised at $366 million; value-to-lien ratio 8.8:1 (policy minimum 3:1). Projected tax burden: 1.60% for single-family, 1.65% for high-density SF, 1.66% for multifamily. Council approved both City Resolution 10948 and Folsom Ranch FA Resolution 010.

Item 13 – Report Back on Underutilized and Vacant City-Owned Properties

  • Parks and Rec Director Lorraine Pajoni summarized the Ad Hoc Committee’s work on 13 sites. Staff recommended removing site 12 (wetlands). For the Einstein Cafe (800 sq ft at library), the Library Commission suggested offering space to Friends of the Library for book storage and seating with high-end vending machines, or community rentals. Council directed the Library Director and Commission to activate the space and generate revenue, dropping the cafe RFP option after three failed attempts.
  • For the Zittel Family Amphitheater and Dan Russell Rodeo Arena, the Parks and Rec Commission recommended maintaining existing events, recovering staff costs, and pursuing improvements, promoter engagement, and public-private partnerships. Council emphasized activating the Rodeo Arena more aggressively, maintaining FHDA collaboration for the Amphitheater, and assessing neighborhood impacts. Six-month timeline suggested for further analysis.
  • Council gave specific direction on properties: start surplus process for site 0 (end of Fong St); initiate conversations with adjacent owners for site 3 (906 Leidesdorff), sites 7 & 8 (behind Diamond Glen), and site 11 (Parkshore Dr near WAPA).
