The Folsom City Council met on June 25, 2024, for a regular meeting and joint sessions with the Folsom Redevelopment Successor Agency, Folsom Public Financing Authority, Folsom Ranch Financing Authority, and South of 50 Parking Authority. The primary focus was the adoption of the Fiscal Year 2024-25 operating and capital budgets, which passed 3-1 after amendments. The meeting also included public comments on homelessness, ADA accessibility, youth sports, and park funding, as well as a proclamation for Western Rodeo Days.

And to the Republic for which it stands. One nation, draw, indivisible with liberty and justice for all. Okay, that brings us to business from the floor. This is the public's opportunity to address the council on items that are not on the agenda. But please be aware that state law prohibits us from deliberating or taking action on items that are not on the agenda. If you would like to speak during business from the floor or any item, if you would please uh fill out a blue speaker card that's on the table in the back, uh hand it over to Sergeant Galovich over here. And um, we give every speaker three minutes. So I know it doesn't seem like a lot of time, but uh it will be plenty of time for you to get your point across. So um please be respectful of that if you can. Um Madam Clerk, do we have folks wanting to speak during business from the floor? Would you please give me a let me know when two minutes are up since I cannot see the clock. We'll do. I am delighted to be here in person tonight. Thank you to Jackie. Thank you to all the garbage on Facebook that's connected us, and she said I needed to be here in person, and I'm happy to be here. I first want to begin with acknowledging Vice Mayor Aquino and Code Enforcement Officer Pete Picardo, who actively helped me and my neighbors get a homeless encampment out from behind sprouts. And once we got in touch with these two individuals, it was less than 36 hours in the encampment was gone. So thank you. Um we ran some real fire risk vector over the winter. Um I want to talk about the Folsom Police Department dispatch. I'm very concerned. I made three calls to dispatch regarding this homeless encampment. Dispatch would not take a report. Um, said it wasn't illegal. My neighbor did the same thing. We worked with store management because it is private property. And Doug, the manager of Sprouts, um, finally contacted the um dispatch and they said they had received no calls about this encampment. This is a serious concern that they won't log our calls about homeless encampments. It is not my duty to send an officer out or determine whether an officer goes out. It is that my duty as a citizen of the city to file a report and have them take that report and do with what they want. But to tell the store manager that they got no calls was a straight out lie.
