All right, Mr. City Attorney, are there any agenda updates? Good evening Madam Mayor of the years in additional information's transmittal and also a revised staff report for item six
on tenets agenda a copy has been previously provided to you and they are also available on the table in the back

That takes us to business from the floor. This is the public's opportunity to address the council on items that are not on the agenda
But please understand that state law prohibits us from deliberating or taking action on items that are not on the agenda

Today I'm here from the public
One as a school boat trustee and I want to thank
Consulate member Kuzlowski for that nice text message sent to me and David Reed about San Moan section
You know, they are giving the you know cross-country you know to our side and
And it is it came one week before the fall some high graduation
So my staff was a little bit you know stepping back
So mr
Kuzlowski knows but David Reed you know my colleague on the council and you know
He said this is an opportunity to bring some new programs new talent to our town and not only that
Some more business to our town. It's important
I made a made you mentioned, you know what people can do in your state of the speech
shop local
So we want to invite more people to shop, you know in our town
That's one and the second one is you know, I just want to be here, you know
frequently to
Exchange some collaboration between the school board and the city council and I was going through the schools
Safety thank you for crossing God activity Madam Mayor. So we may be identifying some very soon
It may be it needs somehow from the city of also as well as city of Rajkod over it's about the kids
Safety so we'll be coming to you with the request

Madam Mayor, yes, I can just add a tiny bit of color to that. I thank you mr
The the school board was helpful as were some of you guys and helping us encourage the school district to let Folsom high host to track meet later this spring
For track and field at the high school level. There's three levels of playoffs here in the in the area
The first is a league championship
Folsom high and vista delago are in different leagues
We are also in different divisions. So there's a division championship you qualify for
Vista will be hosting division two and Folsom will be hosting division one on May 13th and 15th
So if you're a sports fan great data see some high school athletics
But the track meet mr. Chalam-Charlie brought up was the masters track meet
Which is the third level of playoffs that happened locally and that's the qualifying track meet for the state meet
That will happen on the 23rd and 24th now at Folsom high as a result of everybody's collective

Good evening. Good evening. I reached some article in the Folsom Telegraph raised an issue regarding the residency of the district one councilman
That has been previously raised by Sacramento B
The allegation that might cause Lowsky falsely declared himself a district one resident was first raised years ago
But just like the district when but just like they're doing now the city attorney's office refused to investigate
Whether they're councilman violated the law
Because the city attorney is more concerned with protecting his friends in power than ensuring the residents of Folsom are represented fairly
We are tired of being abused by corrupt politicians and their taxpayer-funded lawyers who refuse to obey their own laws
There is a reason the government code requires elected officials to reside in the districts they represent
To ensure our interests are protected by someone with shared interests
How can we expect Kuzlowski to look out for a neighborhood where he doesn't actually live
The only person he is protecting is himself and the city attorney is willing to sell out all of the residents to curry favor with these crooked politicians

On the issue of mr
Kuzlowski living in district one
It's my opinion according to the city. He does not live in district one
There is no occupancy permits on the property whether it be a trailer or a structure incomplete structure
The city code does not allow for anyone to live in a temporary trailer for more than 10 days a month
So therefore according to the city ordinance
He does not live in the state of district one address
The question would be is the city ignoring it or have they made special arrangements for him
Excuse me
So he could run for reelection
Um essentially it's manipulating a candidate's qualification to be able to run
appears to me to be unethical and a manipulation of an election
Um, it does erode the public trust
There is on a separate issue a bewilderment among some as to why measure g did not pass
It's partly due to public trust. This is just one aspect of it
So it should not be a surprise why measure g didn't pass
I have several other observations over the last 11 years that I've lived here and I would
Take four time then allotted, but it's it's short
So I would love to meet
With you in person or go over
Those things and recommendations for a solution because I truly believe life is simple
And there really isn't a problem that we cannot solve to address the cause

On a lot of people's minds here in full some for the past two years and that is the allegations brought against
Councilmember mr. Mike Kuzlowski
It's been alleged that mr. Kuzlowski is falsified as nomination papers
Engaging in sex actions as falsification of election documents registering with false address or misrepresent representation of one's
Residents to gain electoral
Advantage violates several california laws including
um
filing a false or forged documents california penal code 115
knowingly or procuring or offering any false or forged instrument to be filed
registered or recorded in any public office within the state is a felony
It's a felony
Prairie california penal code 118 willfully stating
As true any material fact under oath knowing it to be false constitutes perjury the supplies to false decorations of an official document
Including voter registration forms and election fraud california elections code 18304
knowingly and making false statements in a candidate statement with the intent to mislead voters is a misdemeanor
false declaration of candidacy
california elections code 18203 filing a declaration of candidacy or nomination papers
Knowing that any part of it is made falsely is punishable by imprisonment
falsifying voter registration information california elections code 18100 knowingly providing false information on a voter registration card is a crime
I've sent each of you a letter on December 13th
Spilling these allegations out in detail. I sent the city attorney the same letter asking for a response
The response that I got from mayor
Sarah Kino was a flippant response
Basically trying to sweep this allegation under the rug saying that well
Mr. Kuzlowski told me he lives in district one. I have no reason to question him
If one of your police officers
Let me back up
I was you know 20 seconds. I was in charge of internal affairs
Investigations at the sheriff's department where I worked and if allegations of this magnitude came into my office
And I responded with the same flippant response as I've received from this council and nothing from the city attorney
Nothing from mr. Kuzlowski
How would the citizens view me that would undermine our authority with them. Thank you

Good afternoon city council
My name is Sarah Norberg. I'm a Folsom resident
I'm also concerned about
councilmember Kuzlowski's residency
It seems like a catch 22 situation where my understanding both from room where I heard and from that letter to the editor
Is that the wife and kids live elsewhere in Folsom so still Folsom residents, but not district one
It's a house under construction and a trailer on the property
So even if living in the trailer that's not really abiding ordinances on living in temporary trailer type conditions
So either way
You know living in the trailer would not be in accordance with ordinances yet living outside of the district
You can't properly represent the district by moving to district elections
It's to give every part of town that representation and it's important that the person actually live there on a full-time basis
I do think some sort of investigation or inquiry is warranted and I would love to see prompt action on this matter
I appreciate all the other comments about it as well. Thank you for your time

I took up residents at my current place of residence which is in district one in July of
2022 and have lived there continuously to this day
It's the most easily verifiable fact and it's disappointing that the
Gold Country media didn't bother to do that
My adult children live elsewhere my wife lives with me
That's it. Thank you
All right that will take us to schedule presentations
And I am going to handle this on behalf of
The communications department so tonight
We will recognize the winners of the fourth annual Folsom holiday lights contest that was held in December
And this year we had more than 52 entries in five different categories
The promotion allowed the community to tour the merriest and brightest homes and businesses in Folsom
As all participants were listed and plotted on an interactive map on the city's website
And Pam is bringing up a PowerPoint to show us some of these festive
places go back and start real quick
We saw high engagement with the holiday lights promotion on the city's social media pages
We generated a reach of more than 85,000 with 1400 engagements
More than 8400 subscribers received information in two editions of the e newsletter
The five winners received a commemorative lawn sign and bragging rights from the city of Folsom
And we teamed up again with the Folsom Times to publicize the contest
Um and the Times went above and beyond to provide prizes to the award winners Bill Sullivan

We're going to have him say a few words about the partnership and then
Each category was judged by a member of this council and tonight
Each winner will be recognized by the council member responsible for that category
And we're going to ask Andrew Eggers for our communications department to take a picture with um bill and the council member and the winner

We appreciate your partnership again in this

She's not here tonight but Christine Brainerd and um
And Chris Shepherd also for
They've kind of been behind this thing for the past few years
I wanted to do it and two years ago
They kind of came up with the idea of coming with us and it's a go for it
And the business community is the big one I really want to thank that the the list is endless the everybody who's
Pitched in and we had almost four thousand dollars in prizes
When we started this two years ago, we were thinking we'd get maybe you know one gift card or something for each person
And it kind of grew and it got the spirit of the community and so
I want to thank the city everybody
Out there in the community that worked so hard and did all those decorations and
Really got the holiday spirit up so we look forward to continuing doing it. It's a fun partnership

Darvel court my family were lovingly refers to it as blue trees
Every time we drove down east bidwell and saw the blue trees it brought smiles to our faces
So anyone who does their christmas lights? I assume with a crane deserve special recognition
You guys did an awesome job
I think legemont court has won this four years in a row before you guys
So it just up the bar up the challenge for them next year. Oh, thank you guys for what you do for fulsome
This was the hardest one for me to not give an award to one previous passage through this contest

All right the next one we had was the holly jolly residence
Which is the best overall residence and that was judged by council member barra leary and the winner was five thirty flower drive

Okay, well you're on your way down. This was one of the toughest contests to judge
I think that I've ever judged because there was so many phenomenal lights out there
But your your house really stood out you had literally the front the roof
Your yard and everything covered with lights including some of the trees. It was really phenomenal
And I really am happy to see so many of our residents getting into doing this
I don't know how many hours it took you to put that up there, but it was well worth it because it was really fun to see
So I'll come down and give you your work

This was judged by council member roarbaugh and the winners were a set of street in historic Folsom

So I want to say I couldn't do this one alone
So I enlisted someone who began this yk to help me judge
As he was seeing himself out of Folsom

Folsom Town Center North LLTSM
Resolution number 11322 a resolution determining that the Folsom Town Center North LLTSM project is exempt from sequa
And approving said large lot tentative subdivision map

There we are
So this is a request from eastern valley holdings for a large lot tentative subdivision map for the town center and north
project
The project site is located in the Folsom plan area adjacent to alter creek parkway and east bidwell street
the UC Davis Med Center is just to the north east
The land is part of the westland eagle project approved in 2015
Also note that city council recently approved
An increased residential density throughout the plan area including 180 additional units within this project site
Several of which need to be de-restrictive as affordable housing
Here we see the planned parcels within the project site is shown in the plan area specific plan map
I'd currently consist of three parcels totaling a little over 363 acres in size
And here we see the applicant's plan map with the land use overlay from the specific plan
Imposed on it superimposed on it the proposal is to create 24 individual large lot maps for future sale
And developments the yellow and orange parcels here are designated residential purple is mixed use where the town center is planned
Dark green is parks light green is open space and blue is public facilities
The proposed subdivision is consistent with the approved land east designations and no land east modifications are proposed with this application
Here we see the proposed large lot tentative subdivision map itself
The project also includes the dedication of rights of way and public utility easements to allow for development of future roadways
and associated infrastructure improvements
The map is intended for the sale lease and financing of the large lots only and no development rights are being requested at this time
a future development and all of the discussion that goes along with that will be subject to its own small lot maps and
Commission and as appropriate council review at that time
The applicant anticipates that future small lot maps would further subdivide
Consistent with the full-some
Plenary specific plan and if not specific plan amendments or minor administrative modifications would be required at that time
There are some minor right-of-way modifications proposed but only to the width of the right of way
not what it would
Actually look like the map would move the sidewalks and landscape out of the right of way making them the obligation of the private landowners
and
Briefly three of the open space lots are planned for future hydra modification basins
One of the public quasi-public lots has stated for an electrical substation as anticipated in the specific plan
The smooth substation lot size will have to be slightly increased to
Accommodate their facility in this changes handle that as staff on level with a minor administrative modification
And a program memorandum of understanding with the city and the property owner the applicant is required to de-district a certain portion of land as affordable housing
Staff added a condition that the two lots shown here dedicated 220 and 150 housing units respectively
So we did find out the project was consistent with the previously approved full-some plan area specific plan EIR
And does not propose any development
Therefore didn't require any additional sequel review
Staff presented the project the planning commission who unanimously recommended approval
Two city council with some minor changes that are reflected in the conditions in your packet
We did receive a comment today that has been provided to the council into the public and we're happy to address anything in that letter
We did also modify a couple of the conditions within the resolution
Regarding an exhibit that was not part of the final approval and a letter that came from smud
And and moving those conditions from an attachment into the conditions themselves which made sense to us
And those modifications have been provided tonight
I also note for the record that finding K should state that the project is not likely to substantially and avoidably injure
Fisher wildlife or their habitat not injury
Um for the record

So with that we forward the planning commission's recommendation for approval to
The resolution to see in the project exempt from sequel and to approve the large lot map

Not really we're getting congested in in
Infolson and everybody knows that I mean the roads are getting old. They're pothold
We're starting to look like how avenue and and and what avenue have you driven down what avenue?

And it doesn't seem like there's any solution to you know having say a builder
Do a road, you know by usually, you know if you build a
If you build a complex you put a road in or you do something to help the community
Or you provide another way to drive to work other than just you know pulling out and driving on to highway 50
So you know the concern is that where's the money being spent?
When are we going to start talking about you know doing a half a mile of of
East bidwell for five years so that the end of five years we have three miles of East bidwell done
So we're not
Waiting until every road in Folsom is bad where we have no money to to spend
These kinds of things rather than putting our focus on building a new community
Which the roads can't sustain and
You know, why don't we gonna start talking about putting the kabash on building until we get things under control
For the infrastructure of what we already have nobody seems to think about the maintenance of the building
When you build the building it's gonna require maintenance in 10 years, but nobody talks about the budget for that
And that's that's my concern we just keep going down the road of
No solution to the infrastructure that we currently have and it's becoming a problem
And you must all know that so if you want to put your phone number on that blue card and hand it to the officer
I'd be happy to give you a call tomorrow
We do have a pavement management program that I can have our public works director

There are conditions of it's not slurry seal. I'm talking about putting in pavement
Because slurry seal is on top. It's gonna break up. It's gonna be miserable in 10 years
And you're gonna have a bigger problem. Yeah, so I can I'll contact you tomorrow and we can

I just want to thank staff for sitting down with me yesterday and answering all the questions that I had about this project
Some of which were you know address some of the issues with traffic and circulation
and I also appreciate you addressing the last minute
email that came in today and
Making those changes for the staff report. I am encouraging anybody who has comments to comment them earlier on in the process
If they're paying attention to how development is happening is sound. It's a good idea to follow the planning commission
meeting agendas attend the meetings and
and then to try and read these and get the comments in so staff can address them before the meeting
and give everybody a more complete answer and as the gentleman that spoke from the to a station. I'm happy to meet with

Marrakeno and you and we can kind of show you the specific plan for south 50 and maybe answer some of your other questions about the roads

Thank you Madam here. I'd like to
Thank you and congratulations you for the state of the city event. It was quite successful wonderful speech
on to a sold out crowd and for the public the text of that speech is available on the city's website as well
I'd like to thank our comms group and
Police and fire staff members who are currently developing a public outreach program
To raise awareness about wildfire risks in Folsom and also equip our residents with some tools
To create defensible spaces and emergency plans the program will launch in May
More intently to align with the cal fire and cal oes wildfire awareness month
The plan also focuses on strengthening our internal coordination
communication and establishing unified system to a sure effective
Cooperation between all of our departments and our departments that would respond to us
Should we have a wildfire here in the city?
And also some similar lines of fire department recently took possession
Have too long-awaited drawn ambulances these are top of the line ambulances to serve our community
They're currently being outfitted and will be in service soon to
To do their work
And I'd like to also report out on the our parks and recreation department regarding the kids play park on prud drive
It's as known kind of as the wooden castle play area the even my own children played on
It's outlived. It's safe usefulness and I'd like to report out on their progress today
A topographic survey which is a required base plan for all part planning design and engineering
Was received last month next month staff will issue a request for proposals
For design of the new play structures and additionally staff will begin working with a consultant on design and engineering for the concrete paving and
subsurface to drainage work
Working on the design engineering and neighborhood outreach take about six to nine months and the actual construction timeline is six months
So completion of the park is now anticipated to be the second quarter of 2026
And you ask who will do all this good work
The department recently welcomed a new park planner Hannah Perez who began her role
In on January 16th the Hannah's taken the lead working with the nonprofit organization
Community fundraising group called Folsom kids play for generations incorporated

Just a quick report out I serve on the sex sewer
The board and the latest large capital project has hit a few bumps
Oh, but they're gonna bring back an estimate on their biogen project
Next board meeting for approval for an increase in the contingency dollars
There what they brought up as a bigger risk though is is that part of that project was expected to be funded from inflation
reduction act money
Which now may be a risk
So that may end up with higher costs back to those users of sex sewer
We'll get more updates as things progress on that but that was the really report out from sex sewer

An opening of a Kaiser and PACE facility. PACE is a national organization that develops senior centers
For Medicare and Medicaid patients
It's actually located in Sacramento
However, they're going to serve patients regionally and what they do as address medical social
Rehabilitation needs for the patients that belong to Kaiser and during that
Visit I also found that Kaiser is planning to expand their same-day surgery center here in Folsom
Something more formal we presented sometime in the near future
That's also going to include an acute care center and
This was confirmed at the state of the city address
With one of the Kaiser staff standing up to make that announcement as well
So I'm excited to see some progress moving forward on that site that we've been sitting seen sitting there behind
The Pilateo for a number of years and wondering where the rest of Kaiser is and more to be revealed

This week we have a meeting and I appreciate Dan having already percent helping me set this meeting up
There's been some issues on south lexington. I call it the highway. It's not a highway. It's a residential street
But we're gonna have a meeting on Thursday about that to look at the history and maybe
Possibility of what we can do going forward and that that's is my report. Thank you

We'll go ahead and start with YK Chalam-Chairla followed by Naomi Machado Mr Chalam-Chairla welcome back Thank you Madam Mayor good evening mayor and members of the council Today I'm here from the public One as a school boat trustee and I want to thank Consulate member Kuzlowski for that nice text message sent to me and David Reed about San Moan section You know, they are giving the you know cross-country you know to our side and And it is it came one week before the fall some high graduation So my staff was a little bit you know stepping back So mr Kuzlowski knows but David Reed you know my colleague on the council and you know He said this is an opportunity to bring some new programs new talent to our town and not only that Some more business to our town. It's important I made a made you mentioned, you know what people can do in your state of the speech shop local So we want to invite more people to shop, you know in our town That's one and the second one is you know, I just want to be here, you know frequently to Exchange some collaboration between the school board and the city council and I was going through the schools Safety thank you for crossing God activity Madam Mayor. I thank you mr The the school board was helpful as were some of you guys and helping us encourage the school district to let Folsom high host to track meet later this spring For track and field at the high school level. There's three levels of playoffs here in the in the area The first is a league championship Folsom high and vista delago are in different leagues We are also in different divisions. So there's a division championship you qualify for Vista will be hosting division two and Folsom will be hosting division one on May 13th and 15th So if you're a sports fan great data see some high school athletics But the track meet mr. Chalam-Charlie brought up was the masters track meet Which is the third level of playoffs that happened locally and that's the qualifying track meet for the state meet That will happen on the 23rd and 24th now at Folsom high as a result of everybody's collective Work so thank you all to everybody All right, thank you next speaker please.
