Okay, moving on.

Council, so we have 45 minutes this evening to talk about 2040 and talk about a council action plan.

I think what staff would like to try and get out of this work session is a consensus about some pretty about some top priorities for the council so we can start building out a work plan.

Um with that, if you would go to the next slide.

Kim and I are gonna split the presentation up.

I'm gonna go through a little bit of the history, and then I'm gonna turn it over to Kim who's gonna go through the rest of the presentation.

So next slide, please.

So really the purpose uh and intent tonight uh is to talk about a council action plan um and to identify priority vision 2040 action items for staff to execute over the next three years.

Next slide to define council priorities for 2026 through 2028.

Uh you'll see a graph a little bit later, but we're looking at using the 20 course vision 2040, past goals, and council priorities as drivers of city action.

The three kind of um I guess essential elements of a council directed action plan would be that one, it clearly communicates uh your priorities to the community.

It gives staff direction on resource allocation.

The only thing I would add to that is we are entering into our budget process.

I know it is the mid-year of the biennial process, and so it's not expected to be anything close to what it was last year.

Um, however, it will guide resource allocation not only for this mid-biennium, but also for the next one as well.

Um, and then just defines what success looks like, what success looks like for the community uh and for the council and for staff.

A little bit of background.

I'll go through this really quick.

We had a council retreat on December 1st, uh on December 8th.

Uh, we did some refining of the retreat.

Um, and then on January 12th, uh, very similar.

We did some additional refining, uh, discussed adding items that were not necessarily captured in Vision 2040.

Um, counselors were asked to submit items to staff to bring back in a future work session.

We have those items as part of the presentation tonight.

Um, and then in the past, and this is just kind of a frame of reference for the conversation, I think, toward the end of the work session is we went back and I looked through some uh through what we previously had had called council goals and objectives, which is really what we're calling the council action plan now.

I went back and looked all the way, I think back to like 2015, and we averaged anywhere from on average, probably 25 to in excess of 30 council priorities.

And mayor, you've been around, you know, you've been part of the process for for some time, and I can distinctly remember several years where we had over 30, and then we've had some years where it was as low as probably 25.

Agreed.

Okay, next slide.

Good evening.

So we talk a little bit about the framework that we are proposing this evening.

So thinking about the vision 2040 being in and uh of and from the community combined with past goals, and I think past goals could also be termed something like continuing work.

Uh, a lot of important work takes more than one year to accomplish.

So looking at what we've designated as priorities before, what's currently ongoing, and understanding that that resource allocation, those resources that are being put into that ongoing work don't just disappear, and that we need to be cognizant of what we're asking staff to do on a year-to-year basis.

Um, and then as well as an opportunity for council, the council that is currently sitting to be able to add priorities and personal um ideas and then come to consensus as a council.

Uh, these would all feed into this 26 to 28 council action plan with an opportunity for annual review.

That 26-28 council action plan then feeds into a staff work plan, which can be very which allows us to then resource and come back to council with a clear plan for how we are going to staff budget and what the timeline can look like to accomplish the goals of council.

How this could look over a three-year period of time is that council would identify the priorities for the action plan uh this month and next month.

Then the green boxes are all how that directly then goes into resource allocation.

So taking the goals that council comes to in this session and then using that to influence any mid-biannium adjustments that might be required, then taking after our review next year, going into that spring 2027, the action plan would guide the biennium budget and then repeating that cycle January 2028.

Council reviews the action plan, makes adjustments, and that then feeds into the mid-biannium adjustments in spring 2028.

Offering an opportunity for the new council coming in in January 2029 to revisit the entire action plan.

Going from that framework into council goal setting.

So these are those three boxes that we talked about.

So council goal setting, then we'll talk a little bit about the past goals and opportunity for council to give feedback on continuing priorities as well as then council priorities.

So starting with council goal setting during the council retreat and subsequent work sessions, council reached consensus on four Vision 2040 action items to prioritize.

These are those four action items because council has already reached consensus on these four action items.

We've proposed moving forward with these being items in the action plan.

Want to talk for a little bit about past goals.

So we identified four items in the last slide.

Um we've also identified projects that were underway that are were budgeted and have been indicated as council priorities in the past.

And we use two different ways of uh identifying what has been identified as a council prior, what has been identified as a council priority in the past.

One being anything that was prioritized in 2025 and indicated as a 2025 council goal, or any subsequent council actions that we interpreted as indicating that it was a council priority.

We identified 22 actions, which in combat combination with the four actions previous, if council reached consensus to add all of the staff recommended past priorities to the 2628 council action plan, there'll be 26 total actions.
