Uh tonight the purpose is to reach consensus on whether to place a 29.5 million dollar bond to construct a new police facility on the November 2026 ballot.

A lot of background associated with it.

The only one I would recap tonight is that we did apply for a three million dollar state grant in February 26.

Unfortunately, we were not successful in obtaining that grant.

Um so the uh the bond amount was reflected at 29.5, which is what it was originally.

I'm gonna turn it over to the chief.

I thought we were gonna keep on going.

But anyways, we'll jump to a lot of this next slide.

Jump to the slide eight.

Uh, as a recap, uh the city levy expires in 2028.

Normally ballot three elections, you know.

We we ballot uh well, we want to ballot the uh uh city levy of at least three elections prior to its expiration, which uh would place it on the May 27th, a 2027 ballot.

And here's what the timeline to look at if we go for a November 26th ballot.

Uh so as mentioned as Jesse mentioned, the polling took place in January this year.

Uh we would have to provide council a resolution approve approving ballot title question summary by July 13th.

The last day for the uh ballot title is August 14th.

Our notice of measure and explanatory statement is due on September 3rd.

Uh last date of file arguments is on the 7th, and the ballots are uh mailed out on the 14th, and the election is on the third.

Again, if we want 27 uh the timelines there, we'd have to have uh the ballot and uh title and question and summary by the 25th.

Uh the ballot title due is on the 26th of February.

Uh the notice of measure and explanatory statement would be March 18th.

Final day for arguments is the 22nd and ballots as stated is April 28th, and the election would be on May 18th.

Okay, no.

So this is a big election coming up in November 26th.

I'm not going to go through all of those, but it is six months from the operating levy.

It will be 1.5 years since the police facility ballot.

Um, November of 2026 was initially looked at by the council.

It allows a little bit more time for a communications plan over the summer.

It would not require cost in the police facility.

The May 2027 ballot, it's what's called a small ballot.

It is.

We are planning at this point, at least for the city operating levy to be on there.

One thing that was strongly recommended from the pollster was not to have two local revenue measures on the same ballot.

So the operating levy and the police levy on the same ballot.

Strongly recommended not to do that.

This is generally a communications plan.

So uh if you can look through March and then go all the way through September, November, there is a period where there can be some advocacy once the ballot title gets approved, then it turns into education, except for a political action committee that could get formed.

Staff cannot participate on that political action committee during work hours, obviously.

And then the mailer, uh open house, public safety open house outreach would occur not only through the summer, but specifically in September through November.
