The Fort Worth Housing Finance Corporation (HFC) met on January 27, 2026, at approximately 9:45 AM to consider several property transactions. The HFC purchased the property in 2009 for $57,000; the TAD appraised value was $135,000; the sale price is $808,000 (a 14-times return on investment). The sale is “as is,” the HFC retains mineral rights, and the buyer pays closing costs. Proceeds will be used to purchase new lots for single-family housing. Councilmember expressed strong support for the project, noting its importance for East Fort Worth. A motion to approve was made and carried unanimously.
- Sale of Four Lots at 1301 East Cannon Street (Action Item 2): The HFC had previously approved the sale of these lots to Brighter Outlook in May 2025. The request was to change the buyer to Hope Outlook, described as a related nonprofit entity led by Pastor Jack Teela and aligned with World Vision. Councilmember Nettles expressed concern about lack of prior briefing and made a motion to continue the item to the next HFC meeting to allow for a meeting with all parties. The motion carried, and the item was continued.
- Purchase of Six Foreclosed Lots (Action Item 3): Casey Best presented the first purchase of single-family lots by the HFC. The lots, located in Council Districts 5 and 8, are vacant, zoned for single-family residential, and total approximately $150,000 (including contingency). The HFC will acquire them from the city’s property management department, then include them in a future request for proposals for single-family infill development. A question about lot sizes (one on Evans Avenue is 25,000 sq ft) was clarified. The motion to approve was made and carried unanimously.

We are going to call to order today's Fort Worth Housing Finance Corporation meeting. Um first order of business is approval of minutes to have a motion. All those in favor? Any opposed? All right, motion carries. Next we have written reports. If there's any questions, Matthew uh Moderno. I'm sorry, um Mondero is here for any questions. Any questions? None seeing none. Okay. Now we're gonna move on to our action item. First action item is to consider and adopt a resolution authorizing the sale of 2511 Mitchell Boulevard and Casey Best is here to present. Yes, um, so this is an exciting one for us. This is the um, and we do have Matt Maddox who is here representing the buyer if there are any questions, but this is the um sell of a property. This is one of our larger properties that we've had for the HFC, and it will be we purchased it in 2009 for $57,000. The TAD appraised value is $135,000. And to get to kind of the end point, it is appraised for $808,000, which is a 14-time return on our investment. Um it's 2.65 acres, and it will allow us to buy some additional lots that we can use later for single family housing. Um the buyer is going to it's Baylor Scott and White with Emheris. They have a partnership where they um work together to build the property and then also manage it. This is in Renaissance Square, it will be an emergency hospital, and I don't know that I have to go through and um sell you all on Bader Scott White. They've been in Fort Worth for quite a while and do good work here in the city. Um for this particular hospital is part of their expansion plans. This is one of four hospitals that they have um that they're looking to develop in the Dallas Fort Worth area. It will be 20,000 square feet. It is intended to be a 24-7 um operations with 16 rooms and beds providing emergency care facilities, which is needed for that Renaissance Square area, which also is part of our new Mitchell neighborhood improvement program. These are some of the proposed building renderings. As far as the details of the sale, it will be sold as is. The Fort Worth Housing Finance Corporation will retain the mineral rights. The buyer will pay all closing costs. We did get an official appraisal, which is how we got to that $808,000. Um, and our recommendation is that we you all approve the sale of the property. As mentioned, our team, if the sale goes through, our team is working on a plan to begin identifying new lots that we can purchase with these proceeds. Any questions? Oh, I don't have a question. I just want to have some comments. I'm really excited about this project. Thank you for the work that you done and uh city staff that did when I met with the leadership with Baylor All Saints. Uh, they were extremely excited about coming on the east side of Fort Worth. And I will tell you when I first ran for office many many years ago. Um, we talked about I 35 and a divider between uh West Fort Worth and East Fort Worth opportunities versus no opportunities, and to bring a hospital. This is a hospital uh that will be 24-7 to serve all of Fort Worth, but definitely serving those who need it the most on the east side of Fort Worth. So I'm extremely excited about this project uh coming to Fort Worth uh to the east side of Fort Worth, and they're ready to bring these essential services.
