Good morning, everyone, and welcome to the March 12th, 2026 in-person meeting of the City of Fort Worth Plan Commission.

The City Commission meets monthly in open session to conduct meetings in on advertised cases.

Specific rules and procedures governing these hearings include the city subdivision ordinance, city planning commission rules, regulations, and bylaws, and related provisions of this Texas state law.

The commission's primary responsibility are to review and act upon subdivision plans and plats, street and alley, right-of-way vacations and closures, annexations, comprehensive planning, and other land development issues affecting the city's extraterritorial jurisdiction area.

The commission is made up of 11 Fort Worth citizens, each of whom is appointed by the city council.

So the lock configuration, uh, if you go back to the previous slide, um, he was sold off that configuration.

Um whenever he came in to want to rebuild the site, the lock configuration didn't match what he was provided.

PP25060 – Townhomes Edition Waiver for Secondary Ingress/Egress: Located north of Risinger Road, south of Dew Platte Way, east of Brewer Boulevard, west of Chisholm Trail Parkway. Applicant requested a waiver for a 48-unit subdivision to have only one point of ingress/egress (required two for over 30 units) due to adjoining highways and floodplain. Staff recommended approval. Approved unanimously (10-0) with motion by Commissioner Farda, second by Commissioner Reed.
VA26003 – Vacation of Curry Street and Weisenberger Street Right-of-Way: Continued to April 9, 2026, meeting after staff noted the Urban Design Commission needed to review first. Motion by Commissioner Lambert, second by Commissioner Beardon. Vote: 10-0 (Commissioner Reed recused, but counted as present? Actual vote recorded as 10 yes with Reed recusal? Transcript shows Reed had a question and recused, then Chair voted yes. So 10-0 with one recusal.)
VA26004 – Vacation of a Portion of Ring Road Prescriptive Right-of-Way: Located south of West Risinger Road. Applicant sought to vacate a prescriptive easement and replace with a public access easement. Approved unanimously (10-0) with motion by Commissioner Farda, second by Commissioner Kelly.
VA26005 – Vacation of a Portion of Sans Shell Boulevard and Waiver Request: Continued to April 9, 2026, due to alignment with the Master Transportation Plan. Approved unanimously (10-0) with motion by Commissioner Lambert, second by Commissioner Henderson.
AX25006 – Dean North Annexation: Proposed for a mix of commercial/industrial and residential development in Parker County (Future Council District 3). Applicant presented plans for 185 acres with a change to the future land use map (from suburban residential/medium density to light industrial/urban residential/general commercial). OMB FP24047 – Lone Star Liberty Trails Waiver for Irrigation Meters: Waiver to install irrigation meters on unplatted portion of a phased development. Approved unanimously (10-0) with motion by Commissioner Lambert, second by Commissioner Johnson.
OMB 6809 – Randall Mill Road Waiver for Irrigation Meters: Waiver to install irrigation meters on unplatted land for a parking lot with urban forestry requirements. Approved unanimously (10-0) with motion by Commissioner Johnson, second by Commissioner Sims.
Master Transportation Plan Presentation: Staff presented an update on the plan, including the new roadway network classification, project prioritization for 2026-2034 bond cycles, and an interactive mapping tool for public comment (open until March 27, 2026). No vote was taken; the commission will consider adoption at the April 2026 meeting. Discussion included questions about equity, connectivity for underserved areas, freight coordination, and safety.
