0:38

I'm

Speaker 1

0:39

going to call the meeting to order of uh I don't even know what date is September 28th.

Speaker 2

0:44

All day, yeah.

Speaker 1

0:46

Planning and zone.

0:47

It's been a while, so bear with me.

0:50

So anyway, September 28th of the planning and zoning subcommittee.

0:55

Uh tonight we have the minutes of June 4th and June 10th.

1:01

Motion to approve?

1:02

Uh, can I just agenda first?

1:04

Oh, sorry.

1:06

Uh followed by public participation if there is any uh continued discussion.

1:11

It's just an update on an upcoming meeting of next week for Edmonds Road.

1:17

Uh CB district reduction.

1:19

I prepared a um the CB trim map again for further discussion.

1:24

And Waverly Street zoning, uh, this is preliminary uh draft zoning that I put together to finally start doing some work on Waverley Street, followed by uh there isn't Callaire will not be here tonight.

1:41

Um I didn't hear back from them, and followed by some member reports.

1:44

We have some updates on that from reports and adjournment.

1:48

Having said that, I will go back to the minutes of June 4th and June 10th if I have a motion on that to approve.

1:54

Motion to approve.

1:55

Second.

1:56

Okay, all is in favor, Councilor Audiani.

Speaker 2

1:59

Yes.

Speaker 1

2:00

Councillor Leon Bruno?

2:01

Yes.

2:07

Um okay.

2:08

So I'll go to public participation.

2:12

We do have one attendee.

2:13

Do you have any?

2:14

Does anybody have any comments outside of what's on the agenda for tonight?

Unassigned speaker

2:20

I

Speaker 1

2:20

don't see any hands seeing none.

2:22

I will just go to the next item, which is a CB district.

2:26

And I'm going to share my screen.

2:36

So if you recall back in the day, we had talked about this uh what was it last year or it's been a while to reduce the CB district.

2:49

And this was the map that we had come up with, and somehow I can't remember why we didn't proceed with it.

2:57

I think because MB MBTA zoning had uh occurred, and at that time this got dropped.

3:05

And then after MBTA zoning, I was re it was a request that we go back and look at further reducing the CB district because currently we are way above the number required by MBTA zoning, and I don't know the number off the top of my head, but I

Unassigned speaker

3:22

think

Speaker 1

3:22

it's around 3800 is what we or 3600 that we have to come up with.

3:28

And this district as originally where you see the current district in red, um, that actually allows for something around 7,000 units, which of dense units.

3:51

Um, and or if we reduce the height restrictions, um also later we're gonna be talking about Waverly Street, and you notice that Waverley Street does run right through the CB district.

4:03

So one of the things that I have to think about, or we should think about the reductions that we do in Waverley Street and how that affects the CB district, and maybe not maybe taking some of

Unassigned speaker

4:15

the

Speaker 1

4:16

um boundaries pulling back off of the side streets, and that way we you know, not as many as we have as I've reduced here so that we can keep the height restriction on Waverley Street at a lower rate instead of six stories.

4:38

So I will go to council members.

4:44

Do you have comments?

4:45

Councilor Adibiani.

Speaker 2

4:47

No, nothing at this time.

4:48

I know it's this is long overdue.

4:50

We've been talking about it for a while.

4:51

And you know, there's I know um

Unassigned speaker

4:53

I

Speaker 2

4:53

tried to log on to a planning board meeting the other night.

Unassigned speaker

4:56

They were talking about some different things, but um it wasn't much discussion at the time.

Speaker 2

5:01

So

Speaker 1

5:03

yeah.

5:04

So it's just again, I wanted to bring this back so we can at least start revisiting this.

5:09

Um there were some words of caution from the solicitor when we brought this forward last time about the um the reduction in numbers fell within 20 units of what is required.

5:24

It was still over the number, but just very close to the actual number that we're required to have for this district.

5:33

So again, this was done uh with a former building commissioner who was our COO, who knows probably more about Framingham than a lot of us.

Summary of Proceedings

Framingham Planning and Zoning Subcommittee Meeting - September 28, 2026

The Planning and Zoning Subcommittee met on September 28, 2026, to discuss the reduction of the Central Business (CB) district, a proposed Waverly Street overlay district, the upcoming Edmonds Road zoning presentation, and ballot Question 7. Councilor Adibiani recused himself from the Waverly Street discussion due to property ownership. The subcommittee approved minutes from June 4 and June 10.

Consent Calendar

  • Approved the minutes of June 4 and June 10, 2026, without objection.

Public Comments & Testimony

  • Gail (unmuted) commented that cities and towns can put restrictions on ADUs, and Framingham already has such restrictions, but enforcement is key.

Discussion Items

  • CB District Reduction: Councilor Adibiani presented an updated map to reduce the CB district, noting the district currently allows about 7,000 units, while the MBTA zoning requires roughly 3,600–3,800 units. He warned that reductions must stay above the required minimum. The item was brought back for reconsideration after being dropped due to MBTA zoning.
  • Waverly Street Overlay District: Councilor Adibiani introduced a draft zoning amendment to create an overlay district along Waverly Street from the Natick line to the Ashland line. The overlay would limit building heights to 40 feet (commercial) and 35 feet (residential) while increasing floor area ratio (FAR) to 1.7 to allow denser development. It would permit mixed-use, multifamily, and some commercial uses by right; prohibit junkyards, auto dealers, and gasoline stations; and aim to revitalize the corridor. Councilor Bryant commented that height is a key issue in her district. Councilor Lee and Bruno noted the corridor needs improvement but supported the start.
  • Edmonds Road Update: Councilor Adibiani reminded that next Monday (October 5, 2026) at 6 p.m. virtual, J.Co and attorney Jeff Roloff will present revised zoning for Edmonds Road.
  • Ballot Question 7 Discussion: Councilor Adibiani expressed strong opposition to Question 7, stating it would eliminate local control and reduce all development to site plan review, allowing up to 4 units per 5,000 sq ft lot. Councilor Long noted that Question 7 would effectively end local zoning, and that other state bills (e.g., 'in God's backyard') allow up to 50 units per acre on church-owned land if 25% are affordable. Councilor Bryant argued the state is ignoring local input and that housing must be thoughtfully planned, not forced. Councilor Lee and Bruno emphasized the state's housing push and the need for proactive planning. Councilor Adibiani warned of further state action if Question 7 fails.
  • ADU Enforcement: There was discussion about whether ADUs can be condominiumized and sold separately. Councilor Adibiani disclosed his property interests on Waverly Street (three parcels) and recused himself during the Waverly Street overlay discussion. He later returned.

Key Outcomes

  • The subcommittee heard updates on the CB district reduction and Waverly Street overlay; no votes were taken on these items.
  • Councilor Adibiani recused himself from the Waverly Street discussion due to a conflict of interest (family owns three parcels on Waverly Street).
  • The subcommittee will meet next Monday for the Edmonds Road presentation.
  • Councilors expressed unanimous opposition to ballot Question 7, urging a 'no' vote.
  • The meeting was adjourned by motion.
