10:39

And

Speaker 3

10:39

if a sparrow cannot fall to the ground without his notice, is it probable that an empire can rise without his aid?

10:46

We have been assured, sir, in the sacred writings that except the Lord build the house, they labor in vain that build it.

10:53

I firmly believe this.

I

Speaker 2

12:24

12:28

And to the recovery,

Unassigned speaker

12:29

we can say, Yes.

Speaker 2

12:56

Somebody is going to have to take a net Bennett's place if she's not going to come back and be the Yeehaw after the honor of the Texas flag.

13:07

We have ceremonial matters to begin the meeting today.

13:11

First of all, is the uh recognition of service to the city of Fredericksburg.

13:15

So I will come down front to make that possible.

13:19

Bobby,

Speaker 4

13:20

Summary of Proceedings

Fredericksburg City Council Regular Meeting - May 19, 2026

The Fredericksburg City Council held its regular meeting on Tuesday, May 19, 2026, at 9:00 AM at New City Hall at East Campus, 2818 E. U.S. Hwy. 290, Fredericksburg, Texas. The meeting included ceremonial swearing-in of newly elected officials, a contested rezoning request, election of the Mayor Pro-Tem, the Chamber of Commerce quarterly update, a future-agenda review, and an executive session.

Ceremonial Matters, Recognitions, and Oath of Office

  • Mayor Jeryl Hoover and Mayor Pro-Tem Emily Kirchner received recognition plaques for their service to the City. Kirchner was not present; Councilmember Bobby Watson accepted on her behalf. Hoover's service dates are 2006-2010, 2012-2014, and 2022-2026.
  • Judge Shelley Becker administered the ceremonial oath of office to newly elected Mayor Randy Briley, Councilmember Tony Klein, and Councilmember Gary Neffendorf. Mayor Hoover noted he had already administered the official statement of elected officer and oath of office.
  • Council comments included updates on the Market Square redevelopment and harmony park concept, the Glockenspiel project, county airport development agreements, city attorney candidate interviews, and community events.

Consent Calendar

  • Council approved the consent agenda, including the April 21, 2026 Joint Meeting with the Historic Review Board and May 5, 2026 Regular Meeting minutes, and the Fiscal Year 2027 Budget Calendar.

Ordinances, Resolutions and Public Hearings

  • Ordinance 2026-22 was approved, accepting the canvass and declaring official results of the May 2, 2026 City General Election.

  • Z-2608 - Rezoning to C1 at 408, 412, 414 East Austin Street: The applicant, Anna Hudson, representing property owners Clayton Walvoord, Rebecca Rather, and Brad Oehler, requested Neighborhood Commercial (C1) zoning, describing it as a transition zone consistent with the 2024 Comprehensive Plan and not spot zoning. Staff Director Cliff Cross reported the Planning and Zoning Commission unanimously recommended denial by an 8-0 vote, and explained a supermajority would be required to overturn that denial.

Public comment: Several protest letters were submitted by Kathleen O'Neill, Jay Braden, Amarella, and Umry Cassidy. One community member spoke in favor, stating the property is effectively in the business district and owners should be able to sell at commercial value. Graham Harrison opposed, arguing traffic density does not justify rezoning. Shelley Messer, owner of 413 East Schubert, opposed, citing spot zoning, lack of buffering, potential noise, odors, and dumpsters, and said seven of the surrounding properties are not short-term rentals; she estimated roughly 70% opposition among immediate neighbors. Another speaker opposed, calling it spot zoning and warning of a precedent.

Council discussion noted concern about a domino effect and loss of residential character. Council voted to deny Z-2608, upholding the P and Z recommendation.

Other Action Items

  • Mayor Pro-Tem Election: Councilmember Bobby Watson was elected Mayor Pro-Tem for the 2026-2027 term.

City Manager's Report

  • Chamber of Commerce Quarterly Update (Jim Mikula, President/CEO): Reported 618 members after CRM cleanup (388 bronze, 87 nonprofit, 48 silver, 36 gold, 2 platinum, 4 diamond, 23 individual, 30 affiliates), 50 new members and 42 drops this year. Chamber NPS score is 63 with a goal of 70. Background checks are close to 800 sessions so far in 2026, after about 1,900 in 2025. Apartment occupancy was 93.4% at year-end 2025 across 1,400 units. Sales tax for calendar year 2025 fell 1.2% versus 2024 (about $2 million lost, with $700,000 of that in December); Q1 2026 sales tax increased 4% for Fredericksburg to $2.3 million, with Gillespie County up 2.3% and combined up 3.4%. Gillespie County GDP grew 51% from 2019 to 2024; household income grew 35% from 2020 to 2024, from $64,000 to $87,000. Restaurant Week sold out four out of five events; CVB budgeted $25,000 for national food journalists for the October Food and Wine Festival. Mikula denied the existence of a $2,000 chamber membership fee for Main Street owners, and noted the chamber paid $3,000 for the Austin Street closure.
  • Native Plant Society: The presentation was pulled and will be rescheduled.
  • Future Agenda Items: City Manager Bailey reviewed upcoming items, including a June 2 meeting with an America 250th proclamation, CVB update and introduction of new CEO Lisa Olivera, North Orlando Street water line rehab contract, water supply and weather outlook, street closure requests, and a possible budget workshop; June 16 will include the Native Plant Society presentation.

Executive Session

  • Council recessed into executive session at 10:20 a.m. to discuss legal matters (11A), city attorney applicants and interviews (11B), water supply purchase or lease (11C), and an amendment to the LCRA Wholesale Power Supply Agreement (11D). No action was taken.

Key Outcomes

  • Approved Ordinance 2026-22 and the consent agenda.
  • Denied Z-2608, the R1-to-C1 rezoning request for 408, 412, and 414 East Austin Street.
  • Elected Bobby Watson as Mayor Pro-Tem.
  • Swore in Mayor Randy Briley and Councilmembers Tony Klein and Gary Neffendorf.
