1:15

Many times their jobs are thankless jobs.

1:18

Lots of criticism, sometimes

Speaker 2

1:20

not enough

Speaker 1

1:20

thanks.

1:22

God, you know about thankless jobs.

1:24

You sent your son to a thankless people, even to the point of sending him to his death on the cross.

For

Speaker 1

1:32

all those who govern, we pray that wisdom might guide them, that your holy spirit might guide their decisions.

1:39

For all those who labor in the service of our country, we pray to you.

1:43

And now we come to you with a desperate plea.

1:46

Guide scientist and entomologists and leaders to quickly eradicate the screw worms that are moving northward in our state.

1:55

We remember from years ago, we need protection for our livestock, our wildlife, our pets, even our local livestock auction that's right here within our own city limits.

2:08

So keep us and hold us gracious God.

2:11

Amen.

2:31

Honored with

Speaker 3

2:32

the Texas flag.

2:36

One

Speaker 4

2:37

stage, under God, one

Speaker 3

2:40

individual.

Unassigned speaker

2:46

So

Speaker 4

2:46

we start off this morning with ceremonial matters and employee recognition.

2:50

So I will turn it over to our city manager.

2:53

Okay,

Speaker 5

2:53

thank you, Mayor.

2:54

Mayor Council.

2:55

So every year we have uh four different employee awards that we hand out during our city picnic.

3:02

Uh these awards are voted on uh by the um entire base of city employees.

3:12

So when you look at these names, uh these are are folks that not only serve the our external customers but serve our internal customers as well.

3:24

Um I'd like to start with Margie Rivera, who was our customer service award winner.

3:31

If you know Margie,

Unassigned speaker

3:32

uh

Speaker 5

3:32

there's probably not a more helpful individual in City Hall than Margie, always willing to uh step out.

3:39

Also a wonderful office decorator.

3:42

Um just in case you need that, anyone.

3:45

Uh but both internal and external customer, uh customer service, uh just excellent.

3:51

Uh Seth Mellering.

3:53

Uh here's a picture, Seth is second from the left here.

3:57

Seth Mellering um is the recipient of the Stephen It's Johnny Hussle Award.

4:04

Uh if you knew Stephen It's when he retired, we swore that it would take ten people to replace him, and I think that's holding true.

4:11

Uh so the ward is aptly named, and if you know Seth, you see him running around everywhere.

4:16

Uh he played a huge part in the remodel of City Hall.

4:20

Uh you'll see him on a mower outside.

4:23

He's everywhere all the time.

4:25

Uh the third recipient, Garrett Bond, uh, supervisor of of the year ward.

4:31

And Garrett does not like this type of recognition.

4:34

I was gonna have him stand up and make a speech today, but uh he refused.

4:39

Very well deserved.

4:41

Again, played a huge part in the remodel of this facility.

4:45

Garrett is the first to step up and volunteer to take care of the toughest issues, supportive of staff.

4:52

Um, from the big things to the small things, very well deserved.

5:01

The late Dennis Durst.

5:03

Dennis passed away April 27th of this year after serving 36 years with the city of Fredericksburg.

5:11

And so deserving of this award that we're renaming the award, the Dennis Durst Employee of the Year Award.

5:21

So Dennis is already very much so missed, played a huge role in the water department, primarily with the city of Fredericksburg, but a leader in the organization, a mentor uh for many, and again, very deserving of this employee of the year award.

Unassigned speaker

5:44

That's all

Speaker 5

5:44

I

Speaker 4

5:45

thank you.

Summary of Proceedings

City of Fredericksburg City Council Regular Meeting, June 16, 2026

The Fredericksburg City Council convened in regular session on June 16, 2026, at 9:00 AM at New City Hall. The meeting featured employee recognition, public hearings on a Walmart PUD amendment and an Edward Jones expansion, an appeal of a short-term rental permit denial, approval of street closures for a film, and an extensive update on the New World Screwworm emergency response.

Ceremonial Matters & Employee Recognition

  • The City Manager presented four annual employee awards. Recipients included Margie Rivera (Customer Service Award), Seth Moellering (Stephen Itz / Johnny Hustle Award), Garrett Bonn (Supervisor of the Year), and the late Dennis Durst (posthumously given the Employee of the Year award). The Employee of the Year award was renamed the Dennis Durst Employee of the Year Award in honor of his 36 years of service.

Consent Calendar

  • The Council unanimously approved the minutes of the June 2, 2026 regular meeting.

Public Hearings & Zoning Requests

Item 7A: Walmart PUD Amendment (Z-2609)

  • Applicant: HFA on behalf of Wal-Mart Real Estate Business Trust.
  • Request: Amendment to the 2004 Planned Unit Development at 1435 E. Main Street to relocate the fuel station to the front of the property and reorganize parking.
  • Details: The proposed parking count is 748, consistent with the existing constructed 746 spaces (the original PUD specified 843). Six fuel pumps under a single canopy are proposed. The applicant must complete required pedestrian sidewalks along Main Street as a condition of approval.
  • Staff Report: Cliff Cross recommended approval subject to conditions including civil plans, landscaping, TxDOT permits, and compliance with the city's dark sky ordinance. The Planning & Zoning (P&Z) Commission recommended approval 9-0.
  • Public Comment & Discussion: P&Z Member Belinda McDonnell supported the project but urged strict enforcement of the dark sky ordinance and enhanced landscaping. Council discussed potential audio/visual components on the fuel pumps, and staff confirmed the Council could add a condition prohibiting them.
  • Outcome: Motion to approve Ordinance 2026-24 with the stipulation that current city codes are met. The motion carried unanimously.

Item 7B: County Express Food Mart (Z-2610)

  • This item was pulled from the agenda by the applicant for redesign. No action was taken.

Item 7C: Edward Jones Conditional Use Permit (Z-2611)

  • Applicant: The Lawrence Group for Edward Jones.
  • Request: A Conditional Use Permit to expand an existing standardized business office from 233 W. Main Street into adjoining suites 235 and 237 W. Main Street within the Historic Shopping District Overlay.
  • Staff Report: Cliff Cross noted the business has operated since 2000 and the expansion is internal and does not consume street-front retail space. The P&Z Commission recommended approval 7-0 (with two members recusing).
  • Outcome: Motion to approve Ordinance 2026-25. The motion carried unanimously.

Other Action Items

Item 8A: Appeal of STR-Unoccupied Permit Denial (604 S. Creek Street)

  • Appellant: Mayank Goel.
  • Case: The appellant appealed the Director of Development Services' denial of his Short-Term Rental permit renewal. He stated he was unaware the permit had lapsed (citing an active status on the city portal) and had continued to rent the property and remit Hotel Occupancy Taxes. He has not rented it since receiving the denial notice.
  • Staff Position: Mr. Goel was fully compliant on taxes and stopped renting immediately upon notification.
  • Outcome: The Council made a motion to deny the appeal. The motion carried.

Item 8B: Street Closures for "The Colonel" Film

  • Applicant: Tim Williams (a Fredericksburg resident and writer/director) and Chris Petro (Location Manager).
  • Request: Temporary street closures on 420 Plum Street and 815 Sunset Street during July 2026 to film a feature movie.
  • Details: The project is expected to generate $750,000 in local economic impact. Off-duty Fredericksburg police officers will be used for traffic control, paid by the production. The team committed to notifying and coordinating with affected neighbors.
  • Outcome: Motion to approve the closures. The motion carried unanimously.

City Manager's Report: New World Screwworm Update

  • Speaker: Ashley Morris, Emergency Management Coordinator.
  • Update: Morris provided a comprehensive briefing on the New World Screwworm (NWS) outbreak.
  • Timeline & Status: The first case was confirmed eight days prior in a goat near Harper, Texas. The Texas Animal Health Commission (TAHC) established an Infestation Zone (yellow zone) in Western Gillespie County with animal movement restrictions (permits required) and an Adjacent Surveillance Zone (blue zone) encompassing Fredericksburg with no restrictions but increased monitoring. Judge Daniel Jones issued a Gillespie County Disaster Declaration.
  • Local Response: The Texas A&M Veterinary Emergency Team is stationed at the AgriLife building to assist with permit processing in the yellow zone. The city activated an SMS alert system (text "screwworm" to 38276) for daily updates.
  • Guidance for Residents:
    • Inspect animals daily for wounds.
    • Report suspicious wounds to the TAHC (1-800-550-8242).
    • For animal movement in the yellow zone, contact the Gillespie County inspection line (737-292-9983).
    • Wildlife concerns should be directed to Texas Parks & Wildlife (512-389-4505).

Future Meetings & Executive Session

  • The regular meeting scheduled for July 7, 2026 was canceled. A Budget Meeting was set for July 14, 2026 at 9:00 AM.
