I got the recording on so uh we'll call the meeting to order at 5 30 p.m. uh welcome to uh council for uh district four project review committee um agenda for today is Tuesday March 17, 2026, 530 p.m. Um but before we actually dive into our um meeting uh we do want to um give recognition to the black appled to the recommendation under that in the visible liberty to speech all right committee members uh that are present I would be called in uh calling roll um I'm vice chair well can you uh call for attendance sure vice chair cynical present committee member Solya present and we want to acknowledge any of the public who will be joining us via Zoom nice all right okay um let's see here so agenda approval um taking a look at the agenda for this afternoon March 17th um if I can get um motion to approve motion to approve all right all in favor aye aye okay consent calendar from our draft meetings for December 16th 2025 any uh comments to approve all right um I second so all in favor aye okay we have one project review that we'll be discussing one matter conditional use permit application number P260118 I'm sorry to if you don't mind if I didn't jump in real quick um I'm sorry I know it wasn't on the agenda but I just wanted to point out that um I think Sean from the district committee's office has um has been working with us all this time um just took a new position of planning um and so Mary um who's connected online right now um she'll be helping us from D4 okay so she was on Zoom okay I tried that I made you a panelist so if you want whenever you want to speak you should be able to speak whenever you want Mary hi everybody nice to see you ladies by sorry to put it out of order I just didn't want to okay okay yeah no no problem okay so um so again conditional use permit application um do we have the file the filing party present okay uh um by Upender Bra on behalf of Carpe BM holdings LLC um would you like to come to the podium here and share some information about your project afternoon everyone um I'm here with pop up my bath for the grocery store uh as a mini board uh on 418 Dakota so our proposal is we're kind of open up a uh responsible grocery store for starting to winter around the area yeah it's gonna bring in a lot of uh different type of grocery slash different kind of products that led to regular grocery stores and it's gonna be a quick and easy grocery store that we're trying to open up okay also um a small part will be uh alcohol uh setting as well but it will be um non majority of the uh field it's merely as grocery and uh sodas coffee stuff like that any comment so uh quick thought uh quick question how does this impact our diff districts um what kind of one alcohol that's luck shops correct well no we also had one about um we wanted to kind of restrict how many licenses for app So uh quick thought, uh quick question. Well, no, we also had one about um we wanted to kind of restrict how many licenses for alcohol we wanted to carry in the district as well. Yeah, so basically they'd be subject to um a physical development of the grocery store would be okay, but so this application's um focused on the alcohol license part. So like they have to apply for the conditional use permit, and it'll have to be reviewed as far as whether it complies or not for the um the that new ordinance that has certain location restrictions, like has to be a certain distance from the school or um school parks, um over concentrated licenses, all those types of issues. Okay, and then um, but there is um an exception there for a full service grocery store. Um so um depending on the application type and but whatever that's in the record is demonstrating that it's a full-on grocery store, like there's possible exceptions to it. Got it, but that ordinance would apply to what offsell up all license. Got it. Thank you for the clarity. Is um so on that corner there's also the pizza hut that's on that corner? And McDonald's. So it was the Pizza Hut either that's it's in the right in the corner of the building, but we have the majority of the building. Is it the same owner for the entire building? Yes, and same owner for the Pizza Hut as well, or is that the corporation that releases it? Yep. And has there any been any comment as far as the expansion of how that will impact if they're just uh nothing from their side? What about some of the input from the community? Nothing on that right now. Okay, so you haven't really gone out to the community to kind of get their input of how this could be a useful. We haven't, but a little background about the family, like we've been running grocery stores and stuff. We are also uh my family's opening up a bit full-on Asian market uh uh from a Cera Vista law, 8,000 square foot. So we're more of a uh grocery and lab business. Uh me personally getting involved is this one first one. My main business is scientist. I started when I was 16, now I'm 22, so we are I'm trying to expand my uh stuff too. So the community-wise, we did a lot of research around there, there is a Vallarta uh big corporation and the corner, but we want to be a little different from them and serve the community of the neighborhood market for them, not more like a cooperation. Got it. Any other comments? No, I mean I grew up in a family that also does businesses like this, and so I understand they got it. And I the way I view it, unless you can correct me if I'm wrong, it's mostly like a market, like vegetables, like thought and drinks, and then it also solved. Yeah, yeah, that's a small part. If that we had a license and stuff, we have to put it in use um at a location in a certain amount. So we will open up the store and it's uh it's gonna have a little bit of it, not mainly, but main sale will be groceries, food items, packed items, and the equipment stuff for the household days. Um the market the corporation market you mentioned, when does it close? Which uh one that you said is nearby. A lot of them, yeah. Uh don't have, I think around 11 o'clock week days. I'm just wondering because I see you guys are open pretty late, I think. Um that was the time frame, but we're willing to uh success because we want to open late night because there's no other markers nearby that can just grab something quickly and yeah, I mean I wasn't saying anything against the first one. I just noticed it was 7 a.m. to 12 a.m. to see as often 7 am et early because coffee as uh you know how that's why uh any uh public comment um I have a question. You keep track um Thomas, you mentioned the restriction. Who keeps track of how many licenses that we have when you talk about they would have to go through that vetting process to compare to the ordinance?
