The Fresno Planning Commission met on June 4, 2026, at 6:01 p.m. in City Hall Council Chambers. Chair Peter Vang presided. Discussion Item: Text Amendment P26-01326
- Supervising Planner Adrienne Asadoorian presented the text amendment to update Sections 15-1002, 15-1102, 15-1502, 15-5102, and 15-6802 of the Fresno Municipal Code. The amendment implements Housing Element Program 9 and complies with Government Code Section 65583.2, requiring ministerial (by‑right) approval for qualifying housing developments that provide at least 20% of units affordable to lower income households. The amendment applies to vacant sites in two or more consecutive Housing Elements and non‑vacant sites in a prior Housing Element. It does not change existing zoning, and qualifying projects would be processed through zone clearance (ministerial) rather than discretionary review. The environmental assessment found the amendment exempt from CEQA (Section 15061(b)(3)).

Pledge of Leviances to the United States of America. For everyone's convenience, I'll go ahead and read the procedures for tonight's meeting. This meeting is being conducted in person and electronically. For each matter considered by the commission. There will first be a staff presentation, followed by a presentation from the project applicant. Testimony from supporters of the project would then be taken, followed by testimony from those in opposition. The applicant will have the right to a final rebuttal presentation prior to closing the public hearing. In accordance with section 13 of Article 2 of the planning commission rules and regulations governing the length of public debate. All public testimony from those in support and in opposition to the project will be limited to three minutes per person. The speaker should be completed in the testimony by the time the red light comes on with the final bill indicating time as expired. All in-person public testimony must be presented to the commission at the podium. Any testimony that references race, religion, ethnicity, economic status, national origin, or any other classification protected under state or federal law in a derogatory manner shall be deemed irrelevant and would not be considered by the commission in making its nine use determinations. If you challenge these land use matters in court, you may be limited to raising only those issues you or someone else raise in oral or rent testimony or before the close of the hearing.
