These pertain to the property at 3436 North Virginia Lane.

First appeal is a notice of order from November 5, 2025, and the second is regarding citation issued March 24, 2026.

Why are we here today?

So let's revisit some case history.

Last October 1st, 2025, code enforcement received complaints of construction occurring at night without a permit.

Code inspector Derek Henderson was assigned and went out to the property.

He made contact with the homeowner, James Molina.

And on or about October 16, he inspected the property with the owner's consent.

These are photos from that inspection and that date, and they show that construction did occur on this property, and that includes alterations that you see on the left to the kitchen, and it looks like some HBAC work, as well as a bedroom had been closed off from this hallway by the addition of a wall blocking the ingress outbress of that bedroom to this hallway.

Inspector Henderson checked the city records and found no permits for construction, and he issued a notice and order, one of the two appeals we are hearing today.
