- Project Review – Continued Matter (P2601332) – Maliny Poe and Harbor Associates: John Bonadelli (Bonadelli Neighborhood) presented a proposed market-rate detached single-family housing project (Track 6568) on an underutilized office-zoned parcel, enabled by a 2025 city code amendment for residential-to-office conversions. The project features 12 units per acre (two-story homes, 1,200–1,800 sq ft), private streets, HOA maintenance, a community pool, dog park, and designated parking. The applicant emphasized it targets first-time homebuyers and is a less intense use than allowed (up to RM3 zoning and 45-foot height; proposed buildings are 25 feet). Committee members inquired about PUD status, HOA enforcement, CC&Rs, and parking. No public comments. Approved unanimously (motion by Kevin, second by Robert; all ayes).
- Project Review – New Matter (P25 back 01776) – Robert Berlin Fort: Jim Shahadi (for applicant Melport) presented a four-acre commercially zoned lot at Copper Willow. The plan includes a 6,000 sq ft convenience store with six MPD gas dispensers and a tunnel car wash, a 3,000 sq ft drive-through QSR (fast food) parcel, and a 7,000 sq ft multi-tenant office/retail building. The project was coordinated with the adjacent home builder for wall placement and emergency access. Committee members discussed access (southbound-only entry on Willow), fuel truck routing, a six-foot wall with landscaping between commercial and residential uses, noise from the car wash, and lighting. The committee stipulated that the car wash must cease operations by 9:00 PM per code when adjacent to residential. No public comments. Approved unanimously (motion by Robert, second by Kevin; all ayes).

Okay, moving on to the next item of business, which is the approval of the agenda letter A for July 8th, 2026 meeting. Thank you, Robert. Do I have a second? All in favor, aye. Moving on to consent calendar for letter A, May 13th, 2026 meeting minutes. Thank you, Robert. Is that a second one? No, I just did it with it. Oh, thank you, Kevin. All in favor? I'm having a lot of things, Robert. Okay. Um, and then uh number three project review continued matters, which is letter A, the um plan development permit application P2601332 for Maliny Poe and Harbor Associates. Do we have somebody here to present? Come on up, introduce yourself. The floor is yours to present your project. Okay. Good evening, uh John Bonadelli, Bonadelli neighborhood 73 North Route number 101 on the project applicant in the proposed track 6568. We put together this brief presentation for for you as a district uh committee to review. Um first and foremost, I wanted to thank the staff for their efforts so far for staff support on this proposed track 6568. Um a couple of items I wanted to hit on if you go to the next slide. Is uh just for this presentation, we always like to do a presentation, just add a little bit of color to the staff report for the committee to review. Um, number one uh item I wanted to talk about is the new residential office conversion that's allowed in the general plan of the city of Fresno. Secondly, um I wanted to emphasize that this is a market rate detached single family proposed housing project. Um is a product type that Vonadeli has built over a thousand times here in the Central Valley and Fresno, Clovis, Briverstone, and some of the other municipalities uh in our area, uh and it is geared to serve uh first-time home buyers. Um this project is particularly exciting because it's really a true infill project and it has great access to employment uh corridors and major employers in Fresno nearby, so it's a really pedestrian project. Um every Intel or what we call our legacy series, which is this housing uh type that we build, uh every legacy series project we build uh has an amenity amenities program at the end of the community. So I'll show you what we're proposing for here, and then finally you can see our floor plans and uh renderings. So if you go to the next slide. So uh the reason for the proposed project is we um the city council adopted a text amendment in 2025 allowing uh housing to be built within uh office um according to office zone parcels, vacant parcels are according to the development code text amendment. Um and so we are now as a single family residential builder able to uh propose projects within underutilized uh vacant office parcels. So that's what this is proposing here. This is not a general plan amendment, this is not a rezone. Um, and overall it's a really efficient reuse of land. Uh office with work from home is a lot less uh in demand right now, whereas housing we have a shortage here locally and statewide, and so uh this is a really uh efficient reuse of land. Um I believe that this also helped to restore the city's pro housing designation from HCD. Um looking specifically at proposed track 6568. This is a far less intense use of uh compared to what could be built here from a residential perspective. I believe that the code now allows uh a builder to go all the way up to RM3, which is far more units to the acre than what we're proposing here. We're proposing 12 units to the acre of detached single family. Uh and also um I believe the code allows for up to 45 feet of height now on buildings, whereas our tallest home proposed in this project is only 25 feet, which is nearly half. Um again, it's not a general plan amendment or a reason. Go to the next slide, please. Our legacy series is entirely market rate detached, uh owner occupied, or in most cases single family. Um it's HOA maintained, so it's really a uh self-maintained community that doesn't put a lot of emphasis or strain on the city. Landscaping is maintained by the HOA. It has private uh water in this situation uh at the request of uh department of utilities.
