Um there is a uh intersection.

Um Palm and Belmont that has been identified in ATP ATP and Vision Zero as an intersection that has high incidence of collision.

Um, and I hear that it also has some permanent redesign that's in the granting stage right now.

But my understanding is that something that gets granted takes multiple multiple years to get to the finishing stage.

And in the meantime, we have a somewhat dangerous intersection, and I thought it would be an interesting um opportunity for us to suggest some improvements from here.

Um so what you have in front of you is um a memo that is in draft form that could be sent to public works, and I'll talk about what we're gonna be requesting if we were to approve it when we get there.

There's a lot of opportunity in this intersection because it is such a varied intersection.

Um there are various different mitigation measures that we can try that you can copy and paste in other parts of Fresno.

Zone one is this little section over here, zone two is this chunk of the intersection, three is this big triangle, and then four is down here.

You'll notice that the purple suggested paint redesign.

And I'm suggesting that some sort of place making paint would be appropriate there to both cause visual friction to slow traffic and also to make it seem like a place and not a non-place, which it feels like right now.

There's also some little yellow dots, which are suggested locations of bollards to kind of enforce the traffic pattern because right now all there is is paint, and you can see by the paint that exists there that it's being run over constantly.

Active Transportation Advisory Committee Meeting - July 28, 2026

The Active Transportation Advisory Committee (ATAC) met on July 28, 2026, at 5:36 PM in Conference Room #2165 at Fresno City Hall and via Zoom. Chair Nick Yovino Jr. presided. Seven members were present (Yovino, Mine, Durham, Bailey, Gromis, Shaikh, Marquez); April D. Henry was absent. The meeting adjourned at 7:04 PM.

Consent Calendar

  • Approval of Agenda: The agenda was approved as amended, moving Items 5.A and 5.B to Staff Reports. Motion carried 7-0.
  • Approval of Minutes: The minutes of June 24, 2026, were approved unanimously.

  • Unscheduled Communications: Amy Zehring and Jennifer Ward addressed the committee during unscheduled public comment (Item 4).

  • 6.B World Day of Remembrance 2026 Task Force / Roadside Memorial Sign Program: Member Marquez reported the event is planned for November 14, 2026 (Saturday), at Woodward Park, with a press conference, bike ride, and walk. Diana Durham noted the location’s significance (e.g., the death of Paul Moore and a 10-year-old child). A motion was approved to recommend the creation of a Roadside Memorial Sign Program; staff will report back on feasibility by December 2026.
  • 5.A (Moved to Staff Reports) Updates on Blackstone & Dakota AHSC Smart Mobility, Shields Ave Trail, July Capital Projects: Assistant Director Harmanjit Dhaliwal presented. Dakota project: adding sidewalk on north side from west of First to Angus, replacing trees per city policy, aggressive schedule to complete by December 2027. Shields Ave Trail (Segment 1 Phase 2): from Manchester to Fresno Street, bidding fall 2026. Staff noted Bullard/Forkner projects will be bid together by end of year.
  • 5.B (Moved to Staff Reports) Kids Crossing: Safe Routes to School, South Fresno: Dhaliwal reported two traffic signals installed at Columbia and Storey Elementary. Outreach materials are being prepared; a tight timeline runs through September 2026. Committee offered to collaborate through the new task force.
  • 8.A Grants Updates: Andreina Aguilar reported upcoming grant deadlines: Measure C (July), ATP regional (November), HSIP (November, using Vision Zero Action Plan), STPG (resubmission). A project consideration intake form was provided for committee members to submit ideas.
  • 8.B July Traffic Collision Report: Aguilar presented data from January to June 2026: total collisions 1,893 (pedestrian 113, bicyclist 89). E-bike safety workshop at upcoming council meeting was noted.
