The Building Standards Appeals Board met on August 6, 2026, with three members present (Vice Chair Scott Vincent, Board Members Daniel Field and Scott Mears) and two absent (Chair Imelda Golik and Board Member Rick Ransom). The meeting was called to order at 1:00 p.m. and adjourned at 1:12 p.m. The board approved the agenda and consent calendar, and conducted a progress hearing on a code enforcement case, among other business.

Discussion Items
- Progress Hearing – Case E26-04602 (2220 N. Weber Ave. / 1827 W. Clinton Ave.): City Attorney Sarah Papazian presented the progress hearing regarding an April 9, 2026 Notice and Order with seven violations. As of the previous hearing on June 2, 2026, six violations had been corrected; only unpermitted exterior siding remained outstanding. The appellants had submitted two pre-siding applications on April 27, 2026, but both inspections on May 13, 2026 failed. Since then, no further permits, inspections, or communications had been recorded. The appellant was not present. Based on the lack of progress, staff recommended the board determine no substantial progress and double the associated fees and costs.
Key Outcomes
- The board approved a motion (Field/Mears) to adopt Option i, determining that the appellants had not made substantial progress toward correcting the outstanding violations, and ordering double the fines and all allowable costs and fees. (Vote: 3-0)
Secretary's Report
- Assistant Director Ashley Atkinson announced that Eric Frampton’s last day with the city was in early July. A recruitment for a new Building Services Manager has been posted. The city has contracted with InterWest for certified building official support; William “Bill” Hayes will serve in that role and act as secretary for future meetings, effective next meeting.

Seeing that it's one o'clock, I call this meeting of the building standard appeals board to order. Can we do the roll call, please? Board member Field. Here. Board Member Ransom. Board Member Mears. Vice Chair Vincent. Here. Chair Golick. Before we get started, there's procedures that I have to read for the record. For each matter considered by the board, there will first be a staff presentation followed by a presentation from the project applicant, then discussion by the board. Both staff and the applicant have the right to a rebuttal presentation prior to the closing of public hearing. Public comment on all matters on the agenda will be taken during agenda item six. All public testimony will be limited to three minutes per person. All public testimony must be presented to the board at the podium. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light will be turned on when the speaker begins. The yellow light will come on with a soft bell ring when one minute is left remaining. The speaker should be completing the testimony by the time the red light comes on with a final bill indicating that time is expired. Any testimony that references race, religion, ethnicity, economic status, national origin, or any other classification protected under state or federal law in a derogatory manner shall be deemed irrelevant and will not be considered by the board in making its determinations. In accordance with section 11 of Article 2, the appellant and the department will each have 10 minutes to present their position. The department shall present first, then the appellant will present. Each party will then have three minutes for a rebuttal. The department will present its rebuttal first, then the appellant may present its rebuttal. After the rebuttal, board members may ask questions of either party. Board will then close the hearing, discuss the appeal, and deliberate on the appropriate action.
