Board Member Ransom. Here. Board Member Mears. Here. Vice Chair Vincent. Present. Chair Gollick. Before we get into this, there's a few procedures that need to be addressed. For each matter considered by the board, there will be first be a staff presentation followed by a presentation from the project applicant, then discussion by the board. Both staff and the applicant will have a right to a rebuttal presentation prior to closing the public hearing. Public comment on all matters on the agenda will be taken during agenda item six. All public testimony will be limited to three minutes per person. All testimony must be presented to the board at the podium. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light will be turned on when the speaker begins. Then the appellant will present. Each party will then have three minutes for a rebuttal. The department will present its rebuttal first, then the appellant may present its rebuttal. After the rebuttal, board members may ask questions of either party. The board will then close the hearing, discuss the appeal, and deliberate on the appropriate action.
