The Active Transportation Advisory Committee met on September 30, 2026. Members approved the agenda and the August minutes, and heard a public commenter praise a walking school day event at Columbia Elementary, mention an AI crosswalk-lighting idea, and thank FCBC for donating bikes and Parks for providing helmets.
Other Business: Staff provided an update on the California Complete Streets / California Enhancements project. The committee heard that three community meetings produced community opposition to a roundabout, protected intersection, and signal-with-modifications option; most engaged attendees preferred a modified protected intersection. The project is targeting construction in early 2027, with a second phase to be brought back to the committee later. Members discussed how to receive more actionable project updates and agreed to invite the assistant director to a future meeting.
Task Force Reports: The Protected Bike Lanes Task Force had no report. The World Day of Remembrance Task Force requested and received approval for five items: the draft press release/media advisory; draft posters, including the traffic victims poster being developed with Safe Routes to Schools and posters showing city active-transportation accomplishments; the 2026 council asks (a traffic victim memorial marker program and funding for high-priority Vision Zero safety measures); a council proclamation; and additional visuals for the ATAC website and social media. The Safe Routes to School Task Force had no update.
Member Reports: A district reported a planned winter-camp bike education pilot with the school district, Fresno County Bike Coalition, and Fresno State Transportation Institute. The pilot would include a four-hour, five-day bike rodeo, provide participating students with bikes, helmets, and kits, and require school board approval. Members also raised concerns about daylighting at new crosswalks, lack of accessible pedestrian detours on Shaw during ramp construction, city and police vehicles parking in bike lanes on Belmont, and the need for enforcement. A member urged supporters to talk up Measure S and expressed concern about Friant Ranch traffic. A member reported on active-transportation bills signed by the governor, including AB 1569 (e-bike safety and training for grades 7-12) and AB 2168 (ATP guidelines, including penalties for not using allocated grant funds), and attended a symposium on transportation and homelessness.
Staff Reports: Staff requested a letter of support for the city's STPG planning grant application to the California Department of Transportation. The proposed project is a school area safety plan for 15 schools across several districts. It would audit each school site's student routes, accessibility, and safety; use collision data, proximity to high-injury network, and equity-focused selection; and allow up to 30 percent design for five potential projects. Staff had consulted with the grantor after an unsuccessful prior submission and incorporated feedback. The committee approved the letter of support. Staff then presented year-to-date collision data through August 31. They noted total collisions had increased, while pedestrian numbers were lower than last year. Staff discussed the need for software to analyze whether completed projects are reducing collisions, and possible OTS grant funding to purchase that software in combination with the Vision Zero action plan. The meeting was adjourned.
