The Board of Mayor and Aldermen held a regular meeting on Monday, August 11, 2025, at 6:00 PM. The meeting included a public hearing for a beer permit as the Beer Board, approval of the consent agenda, and announcements from the Mayor.
Beer Board Public Hearing
- A public hearing was held for a beer permit application (on-premise consumption) submitted by Wolf River Hospitality Group for Rio Lobo Cantina, located at 3165 Forest Hill Road (C1 zoning district). Clerk Betty confirmed that background checks were clear and the zoning permit is allowed.
- Alderman Tony Salvaggio recused himself due to a contractual agreement with the applicant and stepped down from the vote.
- Todd Peterson (5507 Wakefield Cove, Bartlett), Director of Operations for Wolf River Hospitality Group, confirmed that staff will undergo ABC training and use an ID-checking app to prevent serving minors. He also noted that the restaurant is applying for a state liquor permit and will require a certificate of occupancy.
- The public hearing had no speakers for or against. The motion to approve was made by Alderman Sanders, seconded by Alderman Ulicky. The vote was 3-0 in favor (Aldermen Ulicky, Sanders, Hicks).
Consent Calendar
- The consent agenda included six items, all approved unanimously (4-0):
- a. Agreement – Tyler Executime Annual Software as a Service (approximately $40,000)
- b. Authorization Competitive Sealed Proposal – Well and Pump Maintenance Services
- c. Contract Extension – Parks Wayfinding Sign Program
- d. Emergency Purchase – Additional Panel Failure in Lateral F (approximately $70,000)
- e. Lease Agreement – Germantown Charity Horse Show
- f. Purchase – Bulk Crushed Aggregates (approximately $50,000)
Key Outcomes
- Beer permit approved: Wolf River Hospitality Group received approval to sell beer for on-premise consumption at Rio Lobo Cantina, subject to state licensing and certificate of occupancy.
- Consent agenda adopted: All routine items (software, maintenance, sign program, emergency repair, horse show lease, aggregates) were approved without separate discussion.
- Announcements: Mayor congratulated the Germantown Charity Horse Show on 72 years and the new lease. He also addressed community concerns about use of athletic fields at the Germantown Municipal School District, noting a joint board retreat on July 16, 2025, and that Administrator Heisman will report back at the August 27, 2025 meeting. The Mayor confirmed the city will not impede field use for track, cross-country, or practice facilities.

Good evening, folks. Welcome to the Board of Merritt Alderman meeting, the regularly scheduled meeting for Monday, August the 11th. We welcome all those that are with us, present with us, those that are watching on TV and via the internet as well. Thank you to all the horse show folks for being here this evening. We always like to see you. Um thank you for being present this evening. A few quick highlights about our meeting this evening. We do have a portion of the agenda known as citizens to be heard. If you'd like to speak to your neighbor, your fellow resident, the Board of Mayor and Alderman, you can do so. It comes as item six. You do have to fill out a sheet. It's but uh on the other side of the double doors in what we call People Street, and you would fill that out and bring it to one of the officers who'll bring the sheet to Clerk Betty and we'll recognize you as uh item six. You've got time if you want to do that. This evening we will take a short recess to meet as Germantown's Beer Board. That comes as item seven. We have one public hearing for Wolf River Hospitality Group. And I'm assuming that's why you're here, sir. Okay. And uh you may be called later on, but we'll let you know at that time. Uh we have no items on the regular agenda, and we have an abbreviated consent agenda as well. This evening, uh, we're honored to have our city chaplain, Mr. Dave Phillips here, and Alderman Tony Salvaggio will lead us in the Pledge of Allegiance. Please rise with me. Our father, we are so thankful tonight for so many things. We're thankful for the beauty of this night. We're thankful for the gathering of these men and women before us who give so much time to researching and developing thoughts and then deliberating and then reaching decisions that help us as a community and as a city. We pray that you'll bless them in their efforts, and we're thankful for their efforts, but we know that every good and every perfect gift is from you, so we give you thanks for all things. We do pray for those who are protecting us, those firefighters and police force for our first responders. We're thankful for all of them who work behind the scenes and who deal with issues that we don't see, but we know their families deal with them. We pray for each one of them. We're thankful for our children at this time of year. We pray for their schooling. We're thankful for the way they're entering the new year with bright hopes and expectations and aspirations. We pray that they all become a reality so that these boys and girls grow up into young men and young women who are men and women of integrity and will turn around and help others. So, Father, we're so grateful for all things. We pray that you'll be with these at our meeting tonight. We pray that you'll bless them and their efforts and bless us as we serve.
