The Germantown Board of Mayor and Aldermen met Monday, November 24, 2025, at 6:00 p.m. in the Council Chambers of the Municipal Building at 1930 S. Germantown Road. The board approved the agenda, the November 11, 2025 minutes, the consent agenda, and Ordinance 2025-9 on second reading, all by unanimous 4-0 votes. Alderman Sanders was absent.

- Euro Fest: The 41st annual Memphis Eurofest car show was held Saturday, October 4, 2025, at C.O. Franklin Park; more than 160 cars participated. Organizers Kevin Childers and Paul Burdett presented proceeds benefiting Madonna Learning Center.
- Education Commission Exceptional Student Award: Presented to Germantown High School student Felipe Sevilla for kindness, leadership, dedication, internships, and community service.
- Education Commission Youth Excellence Award: Presented to Lindsay Baker for academic excellence, leadership, service, athletics, and selection as a GMSD intern and Girls State representative.
Discussion Items
- Public hearing and second reading of Ordinance 2025-9, amending Chapter 19, Article III, Section 19-121, the construction permit fee. Director Allen explained that the existing telecommunications ordinance sets a fiber-optic construction permit fee equal to 1% of estimated construction cost, while Resolution 23R01 (2023) uses a base fee plus a per-linear-foot amount. The proposed amendment removes the cost-based calculation and instead authorizes permit fees to be set through the city's comprehensive resolution on revenues. This is intended to resolve the conflict, improve clarity, allow periodic fee adjustments, and align with neighboring communities. Alderman Hicks expressed support and asked for continued discussions or a work session to ensure the city is supporting more internet options in the community.

Good evening, folks. Welcome to our regularly scheduled meeting of the Board of Mayor and Alderman on this uh chilly and rainy evening. We welcome all those that are in attendance with us tonight and those that are uh watching and streaming as well. A few quick highlights about our meeting uh this evening. We do have an item on the agenda that's on the agenda each and every meeting. It's known as citizens to be heard. It comes as item six on the agenda. And if you'd like to speak to your neighbor and members of the community and to the board, you can do so at that time. You just have to fill out a sheet, it's outside of the double doors, bring that to one of the officers, and they'll bring that forward to Clerk Betty, and we'll recognize you during the item again known as citizens to be heard. We have several three different uh special recognition features this evening, uh including uh education awards and a presentation as well. Also, this evening on our regular agenda, we have a public hearing on an amendment change to one of our ordinances, and at that time we'll call people forward if they would like to speak on that particular item. This evening, we're honored to have our city chaplain join us this evening to give us the invocation, and our pledge of allegiance will be led by Vice Mayor Mary Ann Gibson. Please rise. Let's pray. Father, we thank you for every blessing that we receive in life. We know they come from you, particularly at this time of year with such a festive time uh coming with Thanksgiving, Christmas, all of these things coming. We're we're just reminded of the reasons we have to be thankful. We pray for our community. We're thankful for our leaders, many of whom are assembled here, and we pray for each one of them. We're thankful for the courage of those who protect us, and we're thankful for our police force and firefighters, our first responders, and every medical official that works, and every nurse and doctor, everyone that helps others. We're thankful for teachers, we're thankful for leaders. We pray that you'll help them make good decisions, and we pray that we'll all serve together. We're thankful for our country, and we're thankful for our community, and we pray for safety. We pray for peace in the world. We pray that we could have peace in our communities. We're thankful for those who are strong who lead, and for those of us who follow and support them. We're thankful for those who are in need, particularly at this time of year, who are suffering because of sadness, seasonal sadness. We pray that you'll bless them. And as always, Father, we're thankful for our children. We pray that you'll bless our little ones as they grow, and may they have uh safety and may they also learn to be grown men and women of character and integrity. We pray for those who teach them who lead them. We pray for their parents. We pray that in everything that we do we will be a blessing to you, for this is our prayer in Jesus' name. Amen. Amen.
