Special Recognition
- Teacher of the Month – February 2026: Charla Miller, 5th grade science and social studies teacher at Farmington Elementary, was recognized for her dedication, innovative literacy integration, and leadership as a K Kids Club sponsor and organizer of the annual 5th grade D.C. trip. Mayor Wyre personally thanked her for empathy shown to his family during a difficult time.
- Youth Excellence Award – February 2026: Casey Jang, senior at St. Mary’s Episcopal School, was honored for academic excellence (14 honors, 8 AP courses, post-AP math), leadership (president of Inspire mental health club, co-founder of Olympic Sports Club), and community service (Streets Ministries, Memphis Communiversity, hospital volunteering).
- Arbor Day Proclamation: Alderman Sanders read a proclamation declaring Friday, March 6, 2026 as Arbor Day in Germantown, noting the 154th anniversary, the city’s 32nd year as a Tree City USA, and a free dogwood tree giveaway from 9–11 a.m. at Germantown Crossing Shopping Center.

- Ordinance 2026-5 – Amendments to Chapters 2, 6, 17, and 23 of the Municipal Code (Third and Final Reading): Director Cameron Ross presented the 330-page annual/semi-annual zoning and subdivision code amendments, which aim to improve clarity, consistency, and efficiency. Key changes include: reorganizing repetitive language into use and bulk tables, adding parking lot tables, allowing up to 10% administrative approval for site plans, moving conditional use permit appeals from the Board of Zoning Appeals to the Planning Commission, and updating accessory structure definitions (including electric charging stations) and accessory dwelling unit regulations. The amendments were developed through work sessions with the Planning Commission, Board of Zoning Appeals, and Design Review Commission, and align with the Germantown Forward 2030 plan. Good evening, folks. It's six o'clock. Welcome to the Board of Mayor and Alderman meeting, the regularly scheduled meeting for Monday, February 23rd, 2026. We welcome all those that are in attendance this evening. Got a pretty good collection of folks here. I know we have some items on the agenda that are recognition related. Speaking of that, I'll go ahead and let you know what the highlights for tonight's meeting. We have something known as citizens to be heard. We have that feature each and every board meeting. It gives an opportunity for residents or visitors to come before the board and speak to their fellow neighbor, the community, the board of mayor and alderman, and we welcome that. That comes as item six on the agenda. And if you'd like to speak to the board and to the community, you'll just fill out a sheet, a little sign-up sheet. It's out in People Street on the other side of the double doors at the table there. You can give that to one of the officers that's in attendance tonight, and they'll bring that forward to the clerk, and we'll recognize you at that point in time. We have three special recognition items today. Teacher of the month for February. We have the Youth Excellence Award for February. And this evening we'll be proclaiming Arbor Day and letting you know of an activity coming up here in the city as well. And then finally, on the regular agenda this evening, we have a final reading on various ordinance changes. This evening, our invocation will be led by community and economic development director Cameron Ross. Our Pledge of Allegiance will be led by Alderman Brian Ulicky. Please rise. Before we move forward in our agenda, I'd just like to take a quick moment to acknowledge the passing of one of our residents recently, Barbara Montgomery. Served the city for many many years as an active volunteer with the Germantown Animal Shelter. If you got to know Barbara, which I think some of the board members did over the years, you knew her passion, compassion, passion, and love for all animals. And she was very instrumental along with Steve Morley and so many others over 15 plus years ago in forming the friends of the Germantown Animal Shelter. Barbara was one of a kind and she will be missed by the community and by the animal shelter. So I just wanted the community to be aware of that. This evening we now move to item uh four on the agenda, and that's setting the agenda. The agenda is presented to the community members uh generally on Wednesday. It's sent to the community and sent to the board of mayor and alderman at this particular time. City administration asked for no modifications or adjustments to the agenda.
