Germantown Board of Mayor and Aldermen Meeting - August 10, 2026

The Board of Mayor and Aldermen met on Monday, August 10, 2026 at 6:00 PM in the Council Chambers. Public Comments & Testimony

• Edgar Babian (3580 Crestwind Drive, HOA president): Expressed opposition to the revised Goodwin Farms outline plan. He stated that the original 2017 phasing agreement was designed to keep traffic out of the Crestwind subdivision, with a delayed connection to Forestwood originally planned for phase 9 or 7 but now moved to phase 2. He also noted drainage changes that could create problems and argued that the developer's reason for the change (water line looping) could still be accomplished without altering the phasing. He requested the original phasing be maintained.
• Theodore Pepin (3569 Crestwind Drive): Expressed concern about construction traffic on Crestwind Drive, noting pedestrian activity including families with strollers. He asked for a firm agreement to limit construction traffic and prevent deliveries from using Crestwind as a shortcut.

• Urban Fusion Asian Bistro – On-Premise Beer Permit (New Owner): Ling Chen applied following a change in ownership from her father. No public comments. • Resolution 26R11 – Goodwin Farms Planned Unit Development Revised Outline Plan: Director of Economic and Community Development Cameron Ross presented the revised plan, which moves phase 2 from the eastern border to the western border of the property and reduces the number of phases from nine to seven (originally 10 in 2017). The plan includes 228 lots with minor adjustments to lot types (e.g., two additional 15,000 sq ft lots). Key infrastructure includes a water line loop at Forestwood to improve fire protection and eliminate a dead-end water main. A type three barrier will be installed at Forestwood during phase 2 construction to block construction traffic from entering Crestwind; after initial acceptance, a semi-permanent sign will direct construction traffic away from the neighborhood. Drainage concerns were addressed: a large culvert and retention basin were built in phase 1, and phase 2 will feed into that system. Further hydrology reports will be reviewed during construction plan review. Fire Marshal Storms confirmed that the proposed water loops will satisfy fire protection requirements, increasing flow from 1,956 GPM (pre-2018) to 6,080 GPM after phase 1, and phase 2 will reduce the dead-end main by about two-thirds. Aldermen asked about the CIP program for a failing culvert on Crestwind (funded for FY30 at $270,000) and confirmed that water line looping has always been part of phase 2. The board discussed the importance of community engagement and the thorough review by the Planning Commission.
