Goose Creek Planning Commission Regular Meeting — November 4, 2025
The Goose Creek Planning Commission met on Tuesday, November 4, 2025, at 6:00 PM at City Hall. The commission approved a rezoning request for a commercial auto service property on Etiwan Drive, approved an annexation and rezoning for a residential lot on Beverly Drive, and voted to approve one of three proposed street names for the McCants Park Townhomes development. No public comments were received. The meeting concluded with staff announcements regarding upcoming training and events.

Map Amendment – Etiwan Drive Rezoning (TMS# 243-04-00-077):
- Proposal: Rezone a 5.15-acre vacant parcel from Village Node (VN) with Central Creek District (CCD) overlay to General Commercial (GC) with CCD overlay. Applicant John Tecklenburg (on behalf of Leo Calwell of Auto House of Charleston) plans to build an import auto service facility (oil changes, alignments).
- Staff Recommendation: Approval, noting the comprehensive plan allows General Commercial on this site.
- Discussion: Joseph Tecklenburg, representing the applicant, confirmed egress from Etiwan Drive (right-in/right-out) and that a portion of the site contains wetlands, with minimal impact. Commissioners asked about spill containment measures to protect the adjacent creek; the applicant agreed to provide a spill containment plan to staff. The applicant also expressed willingness to coordinate with the city on a connection to the Goose Creek Trail through the property. A site plan will be required at a later stage.
- Vote: Motion to approve by Anthony Jenkins, seconded. All in favor (ayes). Motion carried.

Map Amendment – Beverly Drive Annexation/Rezoning (TMS# 235-13-04-045):
- Proposal: Annex a 0.381-acre vacant lot into the city and assign Residential Single Family (RSF) zoning. The property is currently zoned Berkeley County R1. Applicant Isis Marcos de Jutra was absent due to a family emergency.
- Staff Recommendation: Approval, citing the comprehensive plan's emphasis on annexing donut holes and the surrounding low-density residential designation.
- Discussion: Staff clarified the applicant intends to subdivide the lot into two single-family homes, each meeting minimum lot size requirements. The property will connect to city water. Commissioners noted the irregular shape and neighboring encroachments, but staff confirmed the plat would be reviewed separately.
- Vote: Motion to approve by Nick Matthews, seconded. All in favor. Motion carried.

Street Name Approval – McCants Park Townhomes:
- Proposal: Approve street names from a list provided by the developer. The applicant originally submitted six names; three (Springer Street, Cedar Circle, Partridge Lane) were already rejected. The remaining three were Visla Circle, Chukar Street, and Grouse Lane. Only two streets are needed.
- Discussion: Commissioners expressed concern that Visla Circle would be difficult to pronounce and spell in an emergency (e.g., confused with Tesla). Chukar Street was considered less problematic but also disliked. Grouse Lane was deemed acceptable. The commission voted to approve Grouse Lane and reject the other two, directing staff to ask the applicant for two replacement names.
- Vote: Motion to strike Visla Circle and Chukar Street, and approve Grouse Lane, by Heather Byrd, seconded by Anthony Jenkins. All in favor. Motion carried.
Key Outcomes
- Etiwan Drive Rezoning Approved: The parcel will be rezoned to General Commercial with CCD overlay, subject to staff receiving a spill containment plan. A future site plan will be required.
- Beverly Drive Annexation/Rezoning Approved: The property will be annexed into the city and zoned RSF. The applicant must still submit a plat for subdivision approval.
- Street Name Approval: Only "Grouse Lane" was approved for McCants Park Townhomes. The developer will be asked to provide two additional, more distinguishable names.
- Informational Plat: Staff noted approval of a Berkeley County water and sewer easement plat for Oaks Phase Two and a boundary survey at 119 North Goose Creek Boulevard. No action taken.
Commissioner and Staff Announcements
- Upcoming training session for commissioners on Thursday, November 13, 2025, from 6:00–7:30 PM at City Hall. The session will cover legal updates and qualifies for 1.5 hours of required training. Dinner provided.
- Holiday dinner for commissioners on Monday, December 8, 2025, at 6:00 PM at the Creek Collective. RSVP deadline: December 1st.
- Staff announced a strawberry planting event at the McCants Park Food Forest on Thursday, November 6, 2025, from 2:00–5:00 PM as the last major planting push of the season.

First item of new business is a Mac map amendment on Etawan Drive, a rezoning of request for the parcel identified as TMS two three four, excuse me, two four three zero four zero zero seven seven on Edouan Drive from Village Node to Central Creek District Overlay to General Commercial and Central Creek District Overlay. Staff. I'm sorry. You're gonna read all of that again. As as stated, uh the applicant for uh this proposal uh is John Tecklenburg on behalf of Leo Calwell of Auto House of Charleston, um, and here to speak on behalf of them this evening is Joseph Tecklenburg at the appropriate time. Uh the acreage for the parcel stated of two four three zero four zero zero zero seven seven is approximately five point one five acres. Uh the current use, the property is vacant. Uh the proposed use would be commercial. The land use classification uh per the comprehensive plan is village node, and the current zoning is village node with the central creek district overlay. Uh the proposed and requested zoning by the applicant is for general commercial um and to maintain the central creek district overlay. The staff recommendation is for approval. Um stated the city of Use Creek comprehensive plan amended in February of 2024 designates this parcel as part of the village node district.
