Goose Creek Planning Commission Meeting - February 3, 2026
The Goose Creek Planning Commission met on Tuesday, February 3, 2026, at 6:00 p.m. at the Marguerite H. Brown Municipal Center (City Hall) in Goose Creek, South Carolina. All seven commissioners were present: Chairperson Judie Edwards, Vice Chairperson Heather Byrd, Lisa Burdick, Gena Glaze, Anthony Jenkins, Josh Lilly, and Nick Matthews. Staff present included Kendra Wise (Planning and Zoning Director), Emma Hall (Planner II), and John Farrell (Planner II). The meeting was brief, concluding at approximately 6:06 p.m.
Consent Calendar
- Approval of Agenda: Motion by Commissioner Byrd, seconded by Commissioner Burdick, carried 7-0 with no discussion.
- Approval of Minutes: Motion to approve the minutes of the January 6, 2026 Planning Commission meeting, moved by Commissioner Byrd, seconded by Commissioner Glaze, carried 7-0 with no corrections.
Public Comments & Testimony
- No members of the public spoke during the general public comments portion. There were no public comments made at any point during the meeting.
Discussion Items
- Comprehensive Plan Future Land Use Map Amendment (TMS 233-08-03-059): Planner Emma Hall presented the staff report. The parcel, located on College Park Road at the corner of Berkeley Farms Road, was formerly right-of-way owned by the South Carolina Department of Transportation (SC DOT). It was purchased by a private entity, and the approximately 0.77-acre parcel was created in September 2025. Because it was not a parcel when the Future Land Use Map was created, it lacked a designation. Staff recommended assigning a Future Land Use designation of General Commercial (GC), citing the Comprehensive Plan language that commercial areas are located along or close to major transportation corridors and areas with heavy traffic. The parcel sits on College Park Road, a minor arterial with a factored average annual daily traffic (AADT) of 3,700 (per the minutes; the transcript lists 370, which appears to be a typo). A motion to approve the resolution was made by Commissioner Lilly and seconded by Commissioner Burdick; the motion carried 7-0.
- Plat Approvals (Informational): Two plats were presented for information only, requiring no action. The first was Carnes Crossroads Tract 17B (18.68 acres) to create Phase 17B Revised, which includes 166 townhomes. The second was Carnes Crossroads Tract N (224.3 acres) to create Phase AA-3, which includes 80 active adult homes.
Key Outcomes
- The Planning Commission voted unanimously (7-0) to recommend amending the City of Goose Creek Comprehensive Plan Future Land Use Map, assigning a General Commercial (GC) designation to TMS 233-08-03-059. This recommendation will be forwarded to City Council for final action.
- The plat approvals were received as informational only; no vote was taken.
- The meeting adjourned at approximately 6:06 p.m. by motion of Commissioner Byrd, seconded by Commissioner Glaze, carried 7-0.
- Announcements: Director Wise introduced Reagan Osbon as the new Special Project Manager, replacing Alexis Kaiser, and welcomed back John Farrell as Planner II (he completed his graduate degree in December). It was also announced that this was the last meeting held in City Hall due to upcoming renovations; future meetings for the remainder of the year will be held at the Municipal Court until the new Assembly building opens. Members were reminded to check meeting notices for the March 3, 2026 meeting location.
